On the 28th of January, 2012 African countries will collectively descend to a new low on the global index of state sovereignty, territorial integrity and actual independence of nations. On that day, Chinese President Hu Jintao will be in Addis Ababa, Ethiopia to commission the new $124 Million African Union Headquarters built and donated to the continent by China.  Termed “China’s gift to Africa”, the edifice was constructed by the China State Construction Engineering Corporation with over 90% Chinese labor.

It is to the discredit of the African Union and therefore, every individual and country within that regional body that in 2012, a building as symbolic as the African Union Headquarters is designed, built and maintained by a foreign country, it does not matter which country.

The ancient and modern history of donation of buildings and structures from one nation to another is filled with intrigues and subterfuges, conquests, diplomatic schemings, espionage and counter espionage, economic manipulations, political statements and dominations. The construction of the Trojan horse by Odysseus and its ‘donation’ resulted in the Greek conquest of the ancient city of Troy after 10 years of unending skirmish.
 
In building the Basilica in Rome – termed the “greatest of all churches of Christendom,” contributions from faithfuls were emphasized rather than donations from friendly nations. Even the gift of the Liberty Statue from France to the United States on occasion of the latter’s independence was a joint effort, whereby over 120,000 Americans led by Joseph Pulitzer contributed funds for the construction of the pedestal in 1885.
 
In rare glimpse into the matter,  the book Architecture of Diplomacy, Jane C. Loeffler reveals the underlying diplomatic maneuverings and political ramifications that defines the construction of American embassies all over the world .  The author states that building an embassy requires “as much diplomacy as design.” Loeffler enumerates factors seriously considered in the construction of an American embassy building and they include “World politics, American agendas, Architectural politics, cultural considerations, security” and several others. 

Common sense dictates that in an era of increasing exploitation of Africa’s natural resources by foreign powers including  China, that the African Union, rather than the apparent submission signified by acceptance of the construction of its headquarters  by China, will be an organization advocating for fairness in the relationship that exists  between the continent and the global powers.

Should security considerations be included, then the question arises as to how African heads of state and government could hold confidential meetings in a building they have no idea how it was wired. What guarantee do African governments have that every word uttered in the new headquarters in Addis Ababa is not heard in Beijing? What evidence negates the suspicion that all activities in the just completed building  are not replayed on a large screen in Beijing as Chinese secret service agents watch?

Culturally, indigenous Bantu culture abhors dependence on others for sustenance. A favorite Swahili proverb of Mwalimu Julius Nyerere’s is “Mgeni siku mbili; siku ya tatu mpe jembe” which means “treat your guest as a guest for two days; on the third day give him a hoe.”  Indigenous African tradition largely abhors dependency of any kind. It is frowned upon for a man not to thatch his rooftops well before the rainy season, or to stay back while others are going to the farm, except he is bedridden. Add this to the  logic espoused in Archtitecture of Diplomacy, and one reasonably concludes that  it is unacceptable for Africans to accept a building from China that will house what should be the landmark of the continent’s achievements and its aspirations for the future.

Clearly, much indiscretion was exercised by the African Union officials in the acceptance of the offer of a new headquarters from China. The African Union has since deviated from the ideals of its founding fathers when in the 1960s Kwame Nkrumah and other great African leaders sought to establish an organization that would protect the geographical contiguity and territorial integrity of African nations. Emperor Haile Selassie in his historic 1963 speech stated clearly that the Organization was founded because “Africa has been reborn as a free continent and Africans have been reborn as free men. The blood that was shed and sufferings that were endured are today Africa’s advocates for freedom and unity.”

Contrary to his predecessor’s commitment to the continued freedom of the continent from imperial forces,  Ethiopian President  Meles Zenawi  - currently being accused of selling huge swathes of Ethiopian land to foreign countries – on a tour of the facility boasted of how he single handedly lobbied Chinese officials to build the new headquarters and how he exempted taxes on all Chinese imported construction materials.

Gleeful at the opportunity for African heads of state to indulge in their lifestyles of conspicuous consumption during meetings and summits, AU Projects Director Fantahun Hailemikael reports that among the several luxuries of the building is a “helicopter landing pad so visiting dignitaries will be flown from the airport.” Of course the dignitaries will be spared the sight of the slum that much of Addis  Ababa is. They will be flown from the airport to the AU building and from there to Sheraton Addis, reportedly the best of its kind around the world.

While the African Union think it has gained from China by moving into its new ultra-modern facility, the reality is that the continent has lost tremendously in all matters worthy of reasonable consideration. The move to reverse the derogatory perception of Africa and Africans by all non-Africans has suffered another major setback.  The resultant effect will be the continued political and economic manipulation and domination of the region by the West, and now China, and soon the rest of the non-African world.

If I must be ignorant then who are you to speak? Why don't you google "Africom" and see who is gradually taking over the entire command and control of your military? When the West talks about Africa they concentrate on all the wild life in the jungles. Do you ever wonder why it is that every Westerner you encounter first sees you as an animal wh has just emerged from a tussle with lions? The current German Chancellor once opined that the West will never let China take over their "backyard", meaning they own Africa. I totally agree with a member of this forum that we have leaders, past or present, that could cough out the 150 million USD from their stolen wealth for the construction of this building,but they'd rather have the money stashed away abroad.

The African leaders are forever unashamed at entertaining the world with their solid 'coal-black brains'. Your position shows the shallow mind of someone who lacks the knowledge about International Politics and Diplomacy. Just to let you know, there is no "free lunch" in the international community relations(not even in Freetown). You talk about the West asking for an arm before they can do anything. Your scholarly article is very informative and beatifully written. Most African heads of state have not learnt that nothing is free in this world and that he who pays the piper dictates the tune. They have not learnt that those countries that emerge as super powers and developed nations did not get there by relying on handouts. Those countries worked hard, relied on their innovative abilities and self reliance to develop and achieve greatness. Africa and Africans will continue to be politically and economically manipulated and dominated until people who abhor curruption, learn from history and are self reliant, become African leaders. It is important that if one is going to accept any gift at all, one must consider all ramifications of such gift. If the gift in any way apparent or hidden compromises your integrity,security or can be used in any way against you, such gift should be rejected. People who can read between the lines will reject this gift outright. Well done Chika.

The new AU Building

Who really cares who finances the building? At least, we are getting something in return for the exploitation.

Ghadafi wanted to finance it, the rest of the African leaders said no; they feared his increasing influence in the organization. All the crooked African presidents with billions in foreign accounts could not raise that paltry sum to pay for the building, yet they have yatchs docked in harbors in Dubai and other waterless countries.

If the Chinese want to build toilets in every village in Africa, so be it; if they want to carte off our oil and diamonds and golds to China, they can go ahead. We opened the door and let then in with our endemic corrupion and laziness.

Come on, Chairman Hu, the African door is still wide open, with arms fully extended in begging mode.

I like the view point of Chika but to the extent of caution for our leaders. I think that is what she set out to achieve. China is domination the world to the discomfort of Europe and America. China has made donation to countries in Latin America, Asia and the Caribbean. The are the highiest creditors to America. Even in the US the government strong arm them into submission in some projects carried out in America. The truth is that China is doing alot of business in Africa, not really exploiting, and they are one world power that tries to give back to any community they are benefitting from. If these guys will be given a chance in the Niger Delta, they will do alot for the community to get their co-operation.

This is not the first time that China will be doing something of international benefits in Africa. Recall that that when there was a dire need to construct a transportation network for the development of the economies of Southern African region, the fight against imperialism/colonization, and national liberation that Tanzania and Zambia sought assistance from the West but were turned down until China came to their rescue by building the 1860 kilometers Tanzania- Zambia Railway. I am yet to read from anywhere the railway has been used as a spy device as opined by you. All the equipment used were donated to these countries after the completion of the railway.

We all know how the West deceived/looted Africa in the name of aiding us.

The design of the AU HQ incorporated historical aspects of African culture and tradition and was received with enthusiastic applause and acceptance by all African leaders that attended the 2007 AU summit in Ghana. Our leaders have their weaknesses, but having related with the so called world powers around the world for one favour or the other, they can tell a favour that is mutually benefiting from one that is master-slave inclined.

The current AU HQ was built in the 60s at the beginning of the creation of the Organization of African Unity (OAU).Dynamism is a key factor for development, but our leaders did not see any reasons in building a modern AU HQ that will meet the challenges of today until China, under the China-Africa Cooperation, decided to present this as a gift to the continent. China deserves our appreciation and not condemnation. China is not leaving a mark in just a country, but in the whole of Africa.

The new AU HQ, built by both the sweat and wealth of Chinese people in Ethiopia is in a way, wrongly viewed by you. This beautiful edifice is one of the eight measures to aid Africa as announced by Chinese President, Hu Jintao, at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) in 2006. It aims to support African countries in strengthening unity and integration.For the records, both Chinese and Ethiopian workers worked collaboratively on the conference center that covers a construction area of 50, 000 square meters, housing a 2,550-seat big conference hall, a 650-seat medium conference hall, five press conference rooms and two VIP rooms. My sister, not just the Chinese workers.

The article hits the African corrupt leadership on the head, i wonder who will like to live in a house build by vampire, sometimes what you eat to survive you eat and die, the corruption perfected by African leaders will one day extinct them in one single shot. i believe they think they got it free from china, they might as well have accepted their grave yard from the chinese. For African leaders to contributes and build an headquater worth proud by Africans, they chosen to sell the secret of the continent to the chinese.
