NOPRIN calls on IG of police to investigate alleged partisanship of the police in the Jos mayhem

The Network on Police Reform in Nigeria (NOPRIN) is a network of 46 civil society organizations committed to promoting police accountability and respect for human rights in Nigeria. It was established in 2000 to provide opportunity for civil society involvement in police reform, and the promotion of safety, security and justice in Nigeria. NOPRIN carries out its mandate through monitoring, field research and investigation, documentation, publication, campaign and advocacy.
Network on Police Reform in Nigeria (NOPRIN) has received some shocking information about the alleged partisan role of law enforcement officials in the Jos mayhem, which is exacerbating the violence and the attendant bloodletting and destruction. NOPRIN hereby calls on the IGP to order a prompt, impartial and exhaustive investigation into the allegations of partisanship and criminality by police officers.
NOPRIN wishes to bring to the attention of the IGP the particular report of the role of one ACP Usman Dagogo who is alleged to be using police resources to protect and rescue his fellow Moslems while targeting and killing non-Moslems. We reproduce hereunder, the full text of information we received from a source at the Police Staff College, Jos.
‘On Tuesday, 19/0109 some Hausa Moslems from Police Staff College under the command of ACP Dagogo went to Jos Town with their vehicles, with arms bringing two the college Hausa Moslems. Some with wounds to the college clinic for treatment. The ACP was not authorize by any authority to do so. He took some staff and course participants with arms by 12 pm of Tuesday for illegal patrol where they were opening fire on non-Moslems in Jos town. As they were going around to rescue their fellow Hausa Moslems to PSC compound which is not known as refugee camp. But non Moslems were not allowed into the PSC compound by ACP Dagogo.’
‘On Monday the authority of Police Staff College directed every staff and course participants no matter your rank, that is everybody is confined to the barracks. Because of the riot in Jos. Where some Hausa Moslems attacked some Christians while worshiping at St. Patrick’s Catholic Church, Nassarawa Gwom, Jos by 10 am Sunday 17.012010. It will be recalled that the cause of the attack was because of the testimony given by the Yoruba and Igbo on Friday and Saturday at the Justice Ajibola’s Panel on December 28 riot in Jos.’
‘ACP Usman Nagogo, he was warned that night of Tuesday when he changed from police uniform to Moslem dressing with arms for easy identification by his Hausa Moslem.’ 
NOPRIN hereby urges the IGP to urgently order a full investigation into this very disturbing allegation of the role of ACP Dagogo and others who may be involved in such criminal undertaking. If they are found to be culpable, they should be subjected to appropriate and adequate disciplinary measures in accordance with the law.

i think the problems with majority of nigeria's southerners or non muslims is there gross lack of objectivity and sheer misinformation as portrayed in the above revelations. what is obvious is that the hausas are not agitating for the domination of plateau state as wrongly or ill intentionally accused. but, jos is hausas and remains so and countless academic works of its sociopolitical history by prominenet national and international authorities support this. what the so called ACP is accused of doing would have been legendary and shpuold be given a national honor for protecting some nigerians form the terrorism by other nigeria which is a constitutional obligation to both civilians and armed forces alike. if we cannot tell ourselves the truth, then i pity for this country coz when things went out of hand then we will know for how lond the muslims have remained patient and restrained cos in violence there is no any monopoly. somalia is an example. The problem with Nigerians is that we know the truth but we always hide from the truth. I am not from Jos and don't need to come from Jos to know the truth. And what is that truth, the Hausa/Fulani wants to take over Jos and the indigenes are resisting it with all they have got. We really need to tell ourselves the truth. I urge Nigerians to have some sense of objectivity when we deal with this sad riot. Anyone with an ounce of humanity will feel very distressed by the brutal murder (and subsequent disposal of these bodies)of the victims at Kuru. If we continue to condone this primitive action simply because the victims are not our tribes or from our religion,then we're debased and subhuman. Its unfortunate that as a young man you are treading the path of dishonour.How can a program cordinator of more than 1 organistaion write this kind of comments? Shame! This ACP from whatever part of the country he comes must be commended for gallantry and patriotism. His alleged action, if it is true is a path of honour which all responsible public servnts should be encouraged to emulate for saving the lives of innocent peace loving lives whose offence was nothing but simply they are of a particular hated stock. If any complain should be made, it is the irresponsible and highly partisan stand of the Plateau State Police Commissioner, who even before detail of the genesis of the crises emerges, but he came out openly to take side. Thanks for the international coverage of the genocide by BBC, VOA, Aljazeera, RFI etc. We heard that the bigot COMPOL is being investigated by the ICHR, INTERPOL and others for possible prosecution for his direct participation in abetting and supervising an act of genocide.

Absolute nonsense! ACP Dagogo is a christain for Rivers State. Do you expect him to bring the oppressors to continue attacking the oppressed in the police college? The ACP should be commended for taking this bold step inspite of the apparent failure of Police Command in the state.
