Arewa Youths Urge Northern Governors To Grant Amnesty To Boko Haram

The national leadership of Arewa Youth Forum (AYF), at the end of an emergency meeting today in Kaduna urged the 19 Northern Governors to shun President Goodluck Jonathan’s antics and grant amnesty to Boko Haram and all the other groups responsible for the restiveness in Northern Nigeria.

 

In a statement signed by its president, Gambo Ibrahim Gujungu, AYF said that this position has become expedient because the North is on the verge of “extinction and collapse,” and that there may no longer be a Northern Nigerian region as a political and geographical entity within the larger Sovereign State of Nigeria.

 

The group criticized the federal government’s politics, sophistry and insensitivity in handling the Boko Haram insurgency which it said, has further compound the challenges confronting Northern Nigeria.

 

Gujungu, who sent the strongly-worded press statement to SaharaReporters New York office, further said that posterity will hold the governor’s accountable if they don’t act fast.

 

“As at today, our economy is gone; the aged-long togetherness of Northern Christians and Muslims is totally gone,” the statement said.  

“There is also no political cohesion in the North. And there is no sign that this ugly trend can be contained, if the Federal Government continues its flagrant display of insensitivity and nonchalance then, we will be threading the path of fire and bloodshed.”

 

Full text of the statement:

“The Arewa Youth Forum (AYF) held an emergency meeting in Kaduna today (22nd March 2013) where the forum extensively discussed the State of the Nation and as well the ongoing challenges and possible crises of extinction threatening Northern Nigeria. We have been following with utter dismay and despair how President Goodluck Jonathan's led Federal Government has been playing politics and exhibiting such sophistry and a high sense of insensitivity in handling the Boko Haram insurgency and further compounding the series of challenges confronting Northern Nigeria.

 

“As at today, our economy is gone; the aged-long togetherness of Northern Christians and Muslims is totally gone. There is also no political cohesion in the North. And there is no sign that this ugly trend can be contained, if the Federal Government continues its flagrant display of insensitivity and nonchalance then, we will be threading the path of fire and bloodshed. It is based on all these concerns that Arewa Youth Forum resolves as follows:

 

“That the 19 Northern State Governors, should as a matter of preserving the Northern Nigerian region from extinction and attaining a Failed State status, grant AMNESTY to the Boko Haram sect and all other groups responsible for the restiveness in Northern Nigeria. This is important, all Northern Governors, members of National and State Assemblies must rise, roll their sleeves because if the situation persists, there may not be a Northern Nigerian region again as a political and geographical entity in the larger Sovereign State of Nigeria.

 

“The politicization of the Boko Haram issue has done more damage than good to the reality of the situation. In view of the fact that despite all the brouhaha, the solution has not been found owing to the deliberate politicization by governments, religious organizations, elite, security agencies and all parties involved. It is clear that all parties involved in this matter are not sincere, hence we beseech all parties to fear God and separate ego and face reality, going by the excruciating situation ordinary Northerners are going through.

 

“Finally, the Northern Governors should bear in mind that posterity will hold them accountable if they fail to act fast, being the sub-heads of the region. It must be sincere, honest and without recourse to religious differences, rather act fast and save the best for the last.”

Northern unity has always been a myth

Boko Haram has NEVER requested to be granted Amnesty. In fact they are very clear about what they want and have repeated it over and over again. They want Nigeria to become and Islamic state. Jonathan's pronouncement of amnesty won't change anything. It won't stop the violence against innocent, unarmed civilians, particularly Christians. The COWARDS always go for soft targets.

Those trumpeting amnesty are those who are profiting from violence and terrorism. The reason is simple. In future they want to use terrorism as a tool to twist the arms of non-Muslim Nigerians AS THEY HAVE ALWAYS DONE. Northern unity has always been a myth. It exists as long as it serves the interest of Hausa-Fulani Islamists. Not anymore. AYF is right in one thing - there is no Northern Nigerian Region as a political entity.

Ursurping the power of the President of Nigeria as suggested by Mr. Gambo, president of Arewa Youth is out of the way. Point of information! It would be nice our youth leaders knoow their proper role in the society. Their role as I can recollect from the traditional African perspective is not to meddle in potical affairs, but to assist or be handy for their leaders (elders). Moreso the every youth wing should be the rallying point for development of youths and peace in their various communities. I do not think Mr. Gambo is under 40yrs old. He thinks and talks like an ambitious future northern politician. Watch out for Gambo2015.

I should add that part of the money should come from the allocation to the 12 Northern terrorist states.

When they feel the pinch in their 'pockets' no one will beg them to reign in on Boko Haram, the terror group they created. We will see BH fizzle away.

I have consistently suggested that the criminal enterprise bombing Nigeria and causing panic in the polity are not Nigerians. 95% or more of Mai Guards and Beggars in Nigerian cities hail from accross our borders in the northern part of Nigeria. Their kiosks are a facade as they are well armed underneath.Which Nigerian will set convicts loose from incaceration, when we all fear armed robbery and other crimes. We are waking up. Rather than wasteful ethno-religious attacks amongst Nigerian, government and Nigerians should close ranks to flush out these miscreants; but in a legitimate manner. Immigration, security agencies, swing into action. Apprehension of aliens in this case shows the usefulness of Intelligence.Civilians must help with information.

THE END OF ETHNO RELIGIOUS POLITICS?

The Northern Politicians are fast discovering that they played a bad politics by trying to outdo OPC, Massob and the Egbesu boys. They have only succeeded in playing into the hands of nihilists and now the rider of the tiger is ending up in it's belly. You can no longer appropriate power by religious and ethnic politics. You must earn it by building up a viable coallition. I hope it's not too late, because if indeed Nigeria will break up in 2015, the South are now in a better position to determine the terms of that break up. Too bad, you lost the plot.

It has become apparent that Boko Haram can no longer be controlled by those who instigated and surreptitiously supported it (the Atikus, the Ciromas, etc). It also seems that this proposal by the Arewa Youths Forum is in and of itself boko-haramesque in nature, as it seeks to tame and not meant to put a “real” end to the madness by this barbaric Islamic sect. It is, indeed, understandable that as 2015 presidential election draws near, those who ran away from the North; specifically, the Northern elites who've now become Boko Haram targets, want to go back in order to participate in the electioneering process in their states. The question is: is usurping the federal powers the best course of action? I seriously doubt it. Here's why:

Northern leaders like to say that security and “provision of water” is the responsibility of the federal government. The ploy being that the vesting of these responsibilities on the federal government will bring unfettered oil monies to the North, while governors in the affected Northern states continue to divert and steal their monthly allocations without using them for what the monies are meant for which is development. Notwithstanding, proposing the usurpation of constitutionally-provided powers of the federal government's (President Jonathan) by the Arewa Youths Forum is interesting on many fronts. Assuming that governors in the North heed this call by the Arewa Youths Forum, does that also mean that MEND, for example, can call on South-South Governors to announce cessation from Nigeria anytime they dislike who the President is?

Also, what if after granting of the amnesty by Northern Governors, the bombs continue to explode. Who'd still be responsible for insecurity in the North? Will it still be Jonathan's fault, even after the Governors of the North took over his job but ultimately failed at stopping the Islamist terrorists? I'm afraid that supplanting Jonathan's constitutionally-enshrined presidential powers will be the biggest undoing of this country. What moral authority do these governors from the North have when Nigerians, including Boko Haram members, know that most of them engaged in the quid pro quo collection of billions of Naira in bribes in exchange for participation in Jonathan's 2011 election rigging spree which brought about this failed presidency? And these would be the people that now feel they can usurp the very flawed federal powers that they fraudulently foisted on the country when they see fit?

I am not a fan of Jonathan's presidency but circumventing federal powers, as proposed by Arewa Youths Forum, will become useful for every part of the country whenever the President does not emerge from their tribe or region (which is the real underlying grouse that Boko Haram has with Jonathan). Instead of looking for a quick-fix way that only aims to tame Boko Haram and not totally destroy or incapacitate the possibility of their resurgence, let us address this problem in an all-encompassing fashion. Considering that there is a real possibility that the next President in 2015 may not still emerging from the North (there is n guarantee that some northern governors will not collect bribe from Jonathan), it behooves the Arewa Youths Forum and indeed all Nigerians who "genuinely" want peace to proffer well-thought out solutions, not contrivances that are driven by desperate political-cum-religious calculations.

Given that criminality in Nigeria manifests differently in all parts of the country; for instance: kidnapping for monetary ransom in the SouthEast and SouthSouth, and armed robbery in the SouthWest and SouthEast, respectively, at the roots of Boko Haram is economic deprivation which all Nigerians agree are caused by pervasive corruption in government. With that in mind, economic stimulus will inevitably be one major aspect of the Boko Haram solution equation. The government would stop Boko Haram madness only when governors in the affected areas publicly propose specific and detailed economic development interventions that they are willing to trade in exchange for arms surrender by all Islamist terrorists groups in their domain. Upon driving this effort locally and then coming to a committed understanding with the Islamist sects, they would then approach the federal government (Jonathan) with very specific economic-development-and-justice-focused amnesty plan.

Again, announcing or granting of amnesty that is general and non-specific will not deter any Islamist terrorist, unless specific trade-offs or “common ground” is reached at the state/local level between the sects, local leaders, and the state government. In other words, for any form of amnesty to work, the government must initiate and present specific development “carrot” that they are willing to provide, using all allocations for the state and the security vote of governors. This economic development “carrot” must benefit everybody in the state/region, not just the militants (some of them are not interested in material or monetary gains for themselves at all).

In sum, governors in the North can stop terrorism in their domains if they use all federally-allocated monies for what there are meant for, which is economic development for the betterment of all within the states or region. Any form of amnesty that perpetuates the status quo economic deprivation and injustice that regular citizens suffer consistently on a daily basis will not be accepted by Boko Haram and citizens of the North at large. I will continue to stand by this position, as a major panacea for peace in the northern part of Nigeria.

Northern Nigeria have become a war zone

The root cause of your problem is religion Boko Haram wants to islamize the country. They have made it clear. For them we accept sharia law and there will be peace. This is the demand and not amnesty. But you are already paying a price for your myopic crusade. The entire north is in ruins. The economy have collapsed. INSECURITY IN THE NORTH

The primary duty of any government all over the world is to protect the citizens. In the case of Nigeria this is a mirage. If the president says he cannot deal B/H and describe them as invisible terrorist, then why are the security agents killing and maiming innocent citizens. The President can feel and see the destruction been carried out every day and yet you say they are invisible. Mr. President you have failed as the chief security officer of the Nation. Northerner are their own worst enemy. The issue of Boko Haram was created by the elites in the north for their selfish gains, now things has gone out of hand and only the innocent are suffering the consequences mostly. unfortunately northerners are the most backward region in Nigeria yet they are still destroying the little progress they have made. Jonathan’s blunder in boko handling

One thing you must not do when you are solving a problem is to ask your enemy or relation of the enemy to help you for the solution no matter the apparent loyalty. Blood is always thicker than water.

In his effort to solve the insurgency of the northern Muslims’ boko, Jonathan should not have appointed a northern IGP; he should not have sacked Azazi; he should not have replaced him with a northerner. Why is the insurgency not abating today?

The northern IGP and the Security Adviser may not be lacking loyalty but they can never protect fully the strategy to root out the boko and their sponsors before execution. Non northerners should have occupied these positions until the boko have been eliminated.

The only way out of the boko insurgency now is for Jonathan to declare state of emergency in at least Kano and Borno States and ask Military personnel of non northern Muslims to be the administrators and the entire operating forces.

NO AMNESTY FOR MURDERERS

I am a Northerner, but after careful study of the BH issues and the callous nature of many of these killings and assassinations, I became convinced that the people of the Region must come together for a fight to the finish against these blood thirsty murderers. How can one explain the brutal murder of innocent citizens at a motor park? What of the young Muslim boys and girls brutally murdered at some Polio Clinics in Kano? Look at the series of bombings and deadly attacks in both mosques and churches. Not to talk of the daily murders and decapitations in both Maiduguri and Damaturu. The Govt is indeed clueless and is only concerned with securing Abuja, therefore, it behoves on Norherners themselves to come together and kick out these murderers who by the way, are mostly foreigners, out of our territory.
