Cold War In Kaduna As Gov. Yero Withdraws Yakowa's N176.4 Billion Budget

SaharaReporters has learnt from a highly reliable source that the new governor of Kaduna State, Mukhtar Ramalan Yero, has withdrawn the 176.4 billion naira proposed budget for 2013 submitted to the state assembly last December by the late Governor Patrick Yakowa. Mr. Yakowa died in a helicopter crash in the Niger Delta on December 15, shortly after presenting the budget.

Our source, a prominent politician from Kaduna State who spoke on the condition of anonymity, disclosed that Mr. Yero has asked his associates to do a close review of the withdrawn budget. The move, said our source, has triggered another round of cold war between politicians across religious and ethnic lines in the widely polarized state. “Those who were close to Yakowa are saying that Governor Yero is trying to rubbish his predecessor’s legacy and policies,” said our source.

The source added that pressure was mounted on Mr. Yero to request that the state legislature allow him to review some capital projects in the budget earlier submitted by Mr. Yakowa. Those who pressured the new governor to look at the budget again alleged that the former governor’s budgetary allocations were one-sided and unduly favored the late governor’s business partners and associates.

The source added that Mr. Yero’s lieutenants plan to propose a new budget that fits into the new governor’s political interests and priorities, especially his ambition to run as a candidate in the 2015 gubernatorial election. The forthcoming election is expected to be hard fought and tough.

The source said: “Get this right, Yakowa submitted the proposed budget two days before his death, and it was done in [a] haste with some errors. And mind you, it is a proposed budget, with recurrent expenditure of N74,441,824,583 and capital expenditure of N102,038,518,425, totaling N176,480,343,008. And the unfortunate incident [of Mr. Yakowa’s death] happened. Now a new governor is here facing the reality of the moment. He is also a financial expert. What is wrong if he asked to make input and review the budget? It is some people that just created the cold war to pursue their agenda.”

On the other side, Mr. Yero’s critics view the budget review as a retreat from the new governor’s earlier pledge to continue with all policies initiated by the late Mr. Yakowa. Those critics say that Mr. Yero had stated at his inauguration as well as Mr. Yakowa’s funeral that he planned to consolidate and sustain the achievements so far made by Mr. Yakowa. They insist that implementing Mr. Yakowa’s budget, tagged “Budget of Consolidation and Advancement,” would have signaled such continuity in policy.

Ur excellency,pls,wht has kad state 2013 budget got to do wt 2011 Mdg/cgs projects funds which payment to d contractors whom had completed their projects sucessefully is due. Is it true d kad state is using d Mdg/cgs fund which is a joint fund btwn federal nd kad state for th eir recurent expendeture b4 re structuring nd or re alligming d 2013 budget. Yero, done nothing wrong

There is absolutely nothing wrong with reviewing your pre-decessor's budget. A new governor is expected to come with slightly differnet views, slightly different agenda. Of what use would the Governor be, if He just towed the line of his predecessor toe for toe. ???!!!

I believe these aboki

I believe these aboki parasites are still counting on oil money from SE/SS. Once we get patriotic Southerners who are not there to satisfy their personal greed the abokis will sit up & think of what to do generate money or create jobs for their people. We all know that the lies about groundnut wealth that built Nigeria, Lagos, SW, Abuja & paid for oil exploration is not true. It is nothing but lies & propaganda. If it were so, why can't they plant the groundnuts again & come out from crippling poverty? How many of them are amputated that prevents them from planting their fabled groundnuts again?

Speculation Not True

I agree with Dr. Usman Madibbo's submission that no such thing has happened? The MDAs just completed their defence and the budget is currently undergoing harmonization. Once a budget is submitted, it goes back and forth until it is passed where changes are no longer accepted. Even if Yakowa were still alive making changes will have been the norm.
We are still analyzing the proposed budget and will make a presentation hopefully before the house passes it. Please make appropraite inquiries before making statements that may cause problems beyond what was planned.

I share Dr. Usman Madibbo's view and do not believe that The Governor has withdrawn the budget as speculated. I am aware that it has been defended by the MDAs and is currently being harmonized. A Civil Society we are currently analyzing the proposed budget and will hopefully make a presentation before it is passed by the House of Assembly.
I urge us to cross check our information always before making statements so as not to further complicate issues that are otherwise simple to understand

It is constitutional nobody dispute that,should in case u don't know what this means is that projects meant for southern Kaduna will be tempered with just as the Gov did with most of the offices that were occupied by Yakowa's men. Mr Tokan is this a successor continues with his predesessors agenda from ur part of the world? From what i percieved from u is even when boko-haram laoded with explosives are arrested in Kagoro, to u is agenda continues. A Successor need not follow a Predecessor’ step

If Yero thinks that Yakowa’s budget was defective, as the buck now stops on his desk, he has the prerogative to change it to his own taste. But such must not be tainted with his Islamic religion bias.

Northern States’ Governors of Islamic faith are not known to be prudent with money. They do not think about tomorrow before they distribute their States' fund in cash handout. The North is poor and ravaged by self-destruction terrorism today because its previous and present leaders and its Governors, military to civilian, were only busy enriching themselves and giving their large Muslims cash handout. They forgot the importance of investment in education and industries for self and society continual sustenance.

If vengeance against South Kaduna Christians rather than State wide productive use of fund which Yakowa stood for is Yero’s priority, he has definitely courted his own problems in a less primitive but volatile Kaduna State.

The sources of this report is not true.I can confidently and categorically state that Muktar Yero did not withdraw the budget from Kaduna Assembly. Currently the Budget has undergone the process of Budget defense by MDAs and Budget Harmonisation. The report was to be presented at the plenary session of the Assembly last week Tuesday, however it wasn't ready due to some ongoing projects that were not captured and some payments made between oct to December 2012 which need to be reflected in the Budget. The report of the appropriation committee is in the order paper of Tuesday 18th and the third reading is schedule for Wednesday 19th where it is expected it will be passed into Law.

Sahara,where is 7 point agenda of Yaradua? Whether it is good for Nigeria or North where Yaradua hailed it has been scrapped and replaced with ethno-religious agenda of everything must go to SS & SE. While the rest are Boko Haram. Therefore, Yero is not the first person to change government policies to suit his personal interests many have done and many are still doing and being praised by some Nigerians regardless to the danger surrounding it. Some years back I was supporting many good people of the Southern Nigeria. We participated much in bringing down Abacha, Babangida and other corrupt rulers. But when Jonathan came into power our Southern colleagues in those struggles converted to ethnists and religious bigots. They've been deceived to blindly support an irresponsible leadership on religious and ethnic ground. But in the next elections of 2015 truth will expose things.

Disappointment!

This is worrisome & disappointing.our politicians should understand that the most enduring legacies they can bequeath their people is service not massaging bloated egos. This is why they are advised to build strong institutions & not strong individuals. A good example is the NYSC scheme, which is a legacy of the Gowon's administration. If you do a sincere review of your predecessor's presentation, that is fine but if you are doing a review to repeat the same mistake committed by your predecessor, then remember that your successor will visit same treatment on you. What goes around, comes around!

No Democracy in Nigeria Period

If Yakowa worked transparently with his deputy, and both are working for the good of Kaduna state both Christians and Moslems and projects are not inserted with cronies input who call themselves contractors and tendering process to determine who execute which job are transparent why would Yero withdraw the budget? They are all working for themselves and not Nigerian people and in this singular case Kaduna people.

I am a christian. This is not newsworthy. Yero has a right to change the budget since it was not passed. Please don't divide us. The constitution has given him the right to do that. From what I have seen and heard, Yero will respect Yakowa's legacy for a very long time to come

As the executive governor of the state he can decide to amend the budget,but is it not a joint decision by the executives when the budget was initially initiated?
