EFCC Release- N4.56b Pension Scam: EFCC Seizes Shuaibu’s Properties

The Economic and Financial Crimes Commission, EFCC, has seized six properties belonging to Dr. Sani Teidi Shuaibu, a former Director, Pension Administration in the Office of the Head of the Civil Service of the Federation, standing trial over a N4.56 billion Pension scam.

The interim forfeiture is sequel to an order of Justice Adamu Bello of the Federal High Court, sitting in Abuja made on July 11, 2011. The Court granted the order “restraining all persons including persons hereinafter referred to as RECEIVERS in the Schedules hereto attached, by themselves directly or through another, (whether natural or otherwise )including , but not limited to all parties listed in all the schedules hereto attached, whether or not named in Charge No FHC/ABJ/ CR28/2011, that is to say and such other persons yet to be identified, from removing, Alienating, Disposing of, Dealing with or Diminishing the value of, assets or properties being suspected proceeds of crimes or otherwise, held or owned by or in the names of persons suspected of the alleged Financial Crimes in Charge no. FHC/ABJ/CR/28/2011.

“That the Executive Chairman of Economic and Financial Crimes Commission, is hereby permitted to seize and retain custody of all such properties or assets of persons listed in the schedules attached to this Motion, which assets are suspected proceeds of crime or the value thereof until the final determination of Charge no. FHC/ABJ/CR/28/2011.

The court also granted an order permitting the Executive Chairman of EFCC to seize and retain custody of all the properties or assets of persons (as listed in the attached schedules) though not yet charged but found to be connected with the transaction or allegation contained in charge No. FHC/ABJ/CR/28/2011.
List of schedules of properties/assets of Dr. Teidi which the court ordered taken over by the EFCC are: (a) No 24, Ahmadu Musa Crescent, Jabi, Abuja;  (b)    Brefina Hotel at plot 1106, (Beside MTN) warehouse, adjacent to vines Hotel, Durumi, Abuja;  (c) A house at No 1, Shuaibu close, opposite Governor’s House, Idah; (d) Riba-ile petroleum Ltd; (e) M.R.S Ajaka (registered as Riba-Ile oil Ltd; (f) M.R.S Idah station, Idah, registered with Hammo oil, Nigeria; (g) NNPC Mega station, Idah junction, Ayingba, registered with Hammo oil, Nig. Ltd. (h) MRS Filling Station at Ganaja, Lokoja; (i)Registered with A.Y Ted oil Ltd; (j) A mansion at Idah, opposite Federal Polytechnic, Idah; (k) SunTrust  Properties company Ltd; (l) Plot B59, Dawaki Extension layout, Bwari Area council, Abuja; (m) An Estate of about 10 bungalows, lying and being at Dantata Street, Nyanyan, FCT, Abuja.
 
The properties which were taken over by the Asset Forfeiture Unit of the EFCC during an operation at the weekend included two choice buildings and four filling stations.  
 

One of the buildings located at no.1 Shuaibu Close, G.R.A. Idah, Kogi state is an imposing 8 bedroom twin duplex, a 5 units 2 bedrooms apartment, two-room security house and a mosque all scattered in the expansive compound.
 
The property at the Polytechnic Road, directly opposite Federal Polytechnic, Okenya, Idah, Kogi state is an unpainted one story duplex with multiple sitting rooms and apartment built within.
 
The third property that was seized was a non-functional filling station, located 100 meters away from Ajaka police station. It has a small office building with four rusted and non-functional fuel pumps and a leister generator in a small generator house.

At Agbeji in Ayingba, Kogi state, a thriving MRS filling station located at Agbeji along Ayingba Road, a few meters from Confluence Fertilizer Company limited was also seized from Dr. Shuaibu. 

An NNPC Mega station along Lokoja-Enugu High Way, Ayingba and a Texaco filling station with a shopping mall along Ganaja Road, opposite Ibra Petroleum and Petrochemical Limited, Lokoja, Kogi state were among the properties seized from Dr. Shuaibu.

Dr.  Shuaibu, Mrs. Phina Ukamaka Chidi and 30 other suspects are facing trial on a 134 count charge bordering on diversion of pension funds, abuse of office, using ghost pensioners to pay N2million and N3million into their accounts monthly and diversion of the same amount through award of fictitious contracts to companies which they manage.  Ukamaka Chidi is a former Deputy Director (Finance and Accounts), in the pension office while Aliyu Bello was a Personal Assistant to Dr. Shuaibu.

Other accused persons are Garba Abdullahi Tahir, Emmanuel Olanipekun, Abdullahi Omeiza, Computer Plaza and Essential gadget Ventures.

Others are Mobis Point Investment Ltd, Obista Enterprises, Shallow Well Ventures, Mof Investment Ltd, Zumba Resources, Pam Investment and Properties Ltd, Moshfad Enterprises, Newgate Projects Ltd, RedWings Energy Ltd, RedWing Procurement Services Ltd, Woodland Industries NIG Ltd. Others are Nwab Tessy O Enterprises Nigeria, Chris J. Junior Ventures, Uthaka Nigeria Ltd, Bashinta Nigeria ltd, Haleath Enterprises, Gozinda Enterprises, Omozua Ventures, S.S Badejo Enterprises, Lopee ventures, Fafama Oil and gas Ltd, Fafama estate Developer Ltd and Riba-Ile Petroleum

Count one of the 134 count charge reads "that you Dr. Shaiubu Sani Teidi, Phina Ukamaka Chidi Computer Plaza, Essential gadget Ventures, Mobis Point Investment Ltd, Obista Enterprises, Shallow Well Ventures at various times, between 2008 and 2010 within the jurisdiction of this honorable court, conspired among yourself to induce the pension department, office of the head of service of the federation of Nigeria, to deliver to you, various sums in the aggregate N176, 910, 650 (One Hundred and Seventy Six Million, Nine Hundred and Ten Thousand , Six Hundred and Fifty Naira) property vide the medium of a contract induced by false pretences, thereby committed an offence contrary to Section 8(a) of the Advance Fraud and other Fraud Related Offences Act, 2006 and punishable under Section 1 (3) of the Advance Fee Fraud and other Fraud Related  Offences Act, 2006”.

This insdicted man here and those found to be involved in the subsidy scam suppose to refound double the amount stolen. Afterall some souls were lost during subsidy protest. Or we need to take this case to London judges.

We've seen so many people

We've seen so many people terrrorized politically using this body (EFCC). This allegation waz made more than a year now but why cant the court pronounce this man guilty if the EFCC have evidence(s) against him? Where is corruption now.....EFCC or The Court or Dr. Sani Teidi??? What I heard is EFCC has been looking for evidence(s) against this man for more thana year. Is this scam real or just a political game to frustrate his life or let the world see him as a bad image???

EFCC admits that the asset forfiture order was issued in July 2011 by the court.
It took EFCC EIGHT months to execute the order, all because the Pension Scam has come under media spotlight.
EFCC is a fraud itself.

This is probably the smallest Local Government in the country. The former Chairman Daudu' now laying claims to immunity as a member of the Kogi house has laid bare the accounts of this "two small town" LGAs.

They would have been the envy of the country if greed, corruption and grand avarice had not blinded Daudu's Council to decency, honesty and integrity in the conduct of the affairs of the local government.

I dont believe EFCC anymore. I see the Chairman of my LGA walking about a free man after the misappropriation of over 500,000,000 Naira. A lady told me the other day that she sent a mail to the State Governor and my dear Governor replied that he wants evidence before taking any action. I cannot see any more approval of corruption than that statement. I thought EFCC would have acted by now but no way. Ahoada East indigenes are very disappointed. 500,000,000? Can someone tell me what has been done to all those who were caught redhanded in the past. I retired 6yrs ago after servibg my cou try for 25yrs. I was not paid pension for 4 years. Several verifications later, I am being paid 6800 as pension after retiring at Assistant Director level. No arrears, gross underpayment- by people who have not sowed yet are reaping what we planted. No ammount of complaints, e-verification had rectified this issue. God day!

Yemi, your own better. I voluntarily retired from the police force as a DSP in 2009 and till now, 1kobo has been paid to me. The only thing I hear from them is series of screeening that they call me for. The people like this should be treated like armed robbers.

People from that part of the country are sometimes said to be greedy, but this is my first time of seeing it done so brazenly.What did this greedy man think he was doing to do with all this stolen wealth.

All said and done, it is more worrying that this crook actually "retired" from Public Sercice with a flying colours and a 'Record' to want to contest for the governorship of Kogi state under the PDP. How come, who gave him this Certificate of Meritorious Service that allowed him to attempt that?
There is far more to the Pension Fraud than we are actually seeing now and the Media has a challenge using the FIO Bill to unearth the entire can of worms, it looks like it is far beyond a handful of officers.

EFCC is just deceiving people. They told us of Igbinedion's properties seized a few years ago after the crook was convicted. The buildings are still functioning under his control. One of them is the KADA chicken spot on Sapele Road.If government is sincere,let youth corpers start occupying these seized properties right away,if not the ownwers will get them back. Nigeria is just too corrupt and i believe the solution is capital punishment for at least 100 known thieves,to start with.

Good Job EFCC!!!

This is a good job from the EFCC but there are still many more Shuibu and co out there looting and maiming the poor and hapless. Imagine not paying those who have worked very hard for Nigeria only to be abandoned after retirement by these heartless crooks. EFCC must not stop, they should comb every ministry including political office holder in order to root out those pen robbers (who are indeed more dangerous than armed robbers) from the system. EFCC must make sure these properties are not sold to cronise of these crooks and must make sure they also spend valuable amount of time in Jail. I will recommend a minimum amount of 20 years behind bars to serve as a deterent to others. Good job!!!

What next

We shouldn't be disturbed by this type of news. We have heard more than this. They just want to occupy us and at the end of the day nothing happen. If executive is serious, they know what to do and they will never do it because they are all involved in looting.

What Next?

Is this the first time we are hearing this? The most that will happen is to detain him for two wks, .then get bail and continue to enjoy the unseized ones. We have seen somebody who stole more than 17 billion Naira and end up getting six months imprisonment. We are tired of heaing this. Corruption cannot stop for now because there are no serious law on that. If the legislators and Executives are serious, let the executive arm of govt. proposed a bill to legislators which will authorize the killing of anybody that steal more than 5 million naira at least. That is when we will take them serious. Thousands of Shaibu are here in Nigeria doing the same work. Shaibu is only unlucky this time.

HOW DOES A PAID GOVERNMENT WORKER OWN THESE PALATIAL HOMES.

Nigeria is in trouble,when shall we stop lying to ourselves.This guy is amongst the poorest in his league of looters,he will soon be released by the PDP administration.
