Ezekwesili Reiterates Challenge of Federal Government To Debate Transparency and Accountability
Oby Ezekwesili, who at the weekend accused Nigeria’s governments since 2007 of “squandering of the significant sum of $45 Billion in foreign reserve account and another $22Billion in the Excess Crude Account,” today said she remains resolute “in demanding full disclosure and accountability by the Federal Government on the issues of poor management of oil revenues.”
The former World Bank Vice President for Africa made her original remarks during last week’s convocation lecture at the University of Nigeria, Nsukka, following which the Minister of Information, Labaran Maku, accused Mrs. Ezekwesili of “misinformation” and “a surprisingly limited understanding of government finances.”
Although Maku made these sweeping statements, he did not provide any substance to his attempted rebuttal of Mrs. Ezekwesili, who was briefly the Minister of Education before her departure for the World Bank.
But Minister Maku did say of Mrs. Ezekwesili that she “collected” N352.3 billion as Minister of Education, suggesting that Ministerial budgets are normally “collected” by Ministers.
“I wish to reassure Nigerians that my integrity and transparent record in public office can never be tarnished by baseless allegations regarding my ten months as Minister of Education,” Mrs. Ezekwesili responded today.
She added: “Citizens who follow Education sector closely will know that the Education Sector budget which the Government spokesperson carelessly referred to represents the consolidated direct budgetary allocation by the National Assembly to the 22 parastatals plus all the Federal Universities, Polytechnics and Colleges of Education in the country. At no time does a sitting Minister of Education have access to the Budgets of statutory bodies under her Ministry.”
During her lecture, Mrs. Ezekwesili said, among others, “Six years after the administration I served handed over such humongous national wealth to another one; most Nigerians but especially the poor continue to suffer the effects of failing public health and education systems as well as decrepit infrastructure and battered institutions. One cannot but ask, what exactly does Nigeria convey with this level of brazen misappropriation of public resources? Where did all that money go? Where is the accountability for the use of both these resources plus the additional several hundred billions of dollars realized from oil sale by the two administrations that have governed our nation in the last six years? How were these resources applied or more appropriately, misapplied? Tragic choices! Yes. Our national dignity continues to be degraded by cycles of stagnation because of the terrible choices my generation and those before repeatedly make as a result of free oil money. The wealth and poverty of a nation never found a better Symbol!"
An apparently startled government, finding itself under such withering assault from a credible international figure, responded through Mr. Maku, who seemed determined only to inflict a personal attack on the speaker. Not once did he focus on the challenge offered by Mrs. Ezekwesili, which is on good governance on the grounds of transparency and accountability.
The former Minister, who was also widely-known for her leadership of the Due Process department in the presidency before she became a Minister, pounced: “I have already asked the Federal Government to a PUBLIC DEBATE of the FACTS raised in my speech,” she said in her response today.
“Such an open debate of facts and figures of oil revenue since 2007 would help situate public accountability as the centerpoint of our democracy. In accepting to publicly debate the questions raised in my speech, the Federal Government would model the democratic culture of responding to citizens' demands for accountability especially at a time when the general public is eager for improvements in the good governance records of the Administration.”
Shying away from the central issue, Mr. Maku merely urged Nigerians to acknowledge the achievements of the government. He did not say what those achievements are.
Nor did he say whether the government will accept the challenge to publicly debate the facts concerning government expenditure of Nigeria’s oil revenues.
In December 2011, Chief Olusegun Obasanjo similarly blasted the Goodluck Jonathan government, saying it had squandered over $35 billion of Nigeria’s foreign reserves since May 2007. The former President said the money may have been “shared.”
Mr. Jonathan has since declared that the only entity that is fighting corruption more than his administration is the United States.
People and the way they Talk
I just wonder the way some people thinks, especially the person that wrote about Ezekwesili being out ran by Okonjo-iweala. People hates the truth, they are forces of darkness that is confronting righteousness and truth to reign in our land, the God of heaven will soon put you and all those corrupt fathers underneath the nations foot. I believe someday that very soon, It will be difficult to steal a naira. And to our Senator and law makers, you are contemplating death penalty for kidnappers, (kidnapping is very bad should be discouraged), what are your decisions on those looting money meant for the people, are you afraid to enact strict law because you know you are also one of the thief. We cross our arm watching you. certainly most of you will not go to your grave in peace!!!!
Ezekwesili and the issue of the $67 billion
Yes, Spot on.
PDP Share The Money
Oby's salvo is not a surprise, from the local council to the Presidency the slogan is PDP share the money. So our foreign reserve is part of the money to be shared and must be shared. Well done Nigeria.
Is high time we Nigerians
Is high time we Nigerians should stand up and fight this looters in Nigeria..Enough is Enough. If 70% of Nigerians can take a bold step like Oby, I think this corruption in our country will go down. Oby well done..
If what you say is true, then
If what you say is true, then Maku should have presented these facts rather than castigating Oby. The best way to silence Oby and Obj is for the administration since 2007 to tell us the breakdown of how the funds were withdrawn and disbursed. They can also look in the records and tell us how much money came in during Obj's regime and the disbursement. My point is that, as Oby said, there is a need for transparency in our governments. Even if the money is being spent judiciously, we still have a right to know how it is being spent

Thank you Oby
Oby, thanks for returning the vexed issue of accountabillity to the public burner for discussion. But be sure you that you will be terribly vilified and crucified, because you have woken up the dogs, vultures and jackals! They will not take it easy with you because you have struck a painful cord, the very source of their hopelessly corrupt life style! Bravo for courage!
OBY THANK YOU
Oby
Thank you very much you spoke the mind of millions of deprived Nigerians.
Weldone OBY!!!
Weldone, Oby.Labaran we are waiting for your response to the call for a public debate. It will be dubbed wresltemania xxx 2013. If you don't come out for this bout you will be call a coward. OBY, may you live long!!!
If They Refuse
If they refuse your invitation to a debate, Obby, pls sue them before a competent court of law, preferably outside Nigeria!
She's OBJ Stooge
I think Okonjo-Iweala out-ran her to clinch the Minister of Finance job. That's why she's angry.
OBY IS OBASANJO's 7th FACE. PLAYING POLITICS
This woman will not cease to surprise me. Can she put her hands to her chest and swear on her life that she has not made any private benefits from the governments she has served. On the economy, should we be talking about a reserve when we dearly need money for projects? Of the much she claims the previous government left, is this true measure of efficiency. She has not told us how much they received out of which the government now has this large sum or little to show because the Obasanjo government actually did not do much in terms of projects so what did they do with the much they received besides the relatively little they left behind. After Obasanjo left, our earnings went down so how did she expect the government to foot the bills and embark on projects. Mind you, the government she claims did well created the mess that started the uprising. What did she do then? She is singing Obasanjo's hymn. Politics I guess. Maybe she is being prepared to run in 2015. A mmistake in my opinion.

Oby's Objective Criticism
Thank you Manam for demanding accountability. This is the duty of every Nigerian. Moreover it's high time we started disrespecting our leaders for their ill-gotten wealth. This will naturally work checkmate them. Now, people that made their monies genuinely are no longer respected, rather people now chose to respect and run after those making their monies through corrupt and evil ways. If the people in the states are demanding for accountability from their Governors, Nigeria will change for good.
Kudos to Imo State People for this, and Ezekwesili on Federal Government. Can a few people over power majority? No. Natural Disaster alone can not help us wipe out the leaders, we have to do it now.
Oby's Objective Criticism
Fellow Nigerians, please watch foreign mews, especially on CNN, BBC, Aljazeera and Press TV to see how the citizens of other countries are rising up and protesting against corruption and misrule of their countries. They will demand for accountability and step down of all corrupt person in government including presidents, or PMs, and whoever is corrupt We can do better that them, we should no longer sit down and watch these miscreants, pastors, and other thieves in government to steal monies meant for everybody. Arise Nigerians! Arise and Defend You Future!! That is why they say your future lies in your hands. Let's Stand Up and Defend it today. Jonathan Must Go. After-all, his own people, Asari, and all other militants leaders are against him.
Fellow Nigerians, I am
Fellow Nigerians,
I am General New Naija, of the Naija Army...I am the Messiah sent from above to sanitise the country... All politicians are placed under house arrest and all politcal institutions have been suspended... All seaports, airports and land borders have been closed till further notice. That's what is going to happen soon.
Go Oby, Go oby, GO
i a want to see more of this washing of dirty linen contest in our nation. At least we know how weak and corrupt jonathan is. even if OBJ was corrupt, he was not a push over. he had everything under control including corruption. OBJ decides who should embezzle and who should not but GEJ HAS LOST CONTROL. what a shame. I am sure that even his little saving will soon be embezzled.
govt wasteful spending
this is why corruption is on the increase
Nigeria, We Hail Thee!
Nigeria, we hail thee,
Our own dear native land,
Though tribe and tongue may differ,
In brotherhood we stand,
Nigerians all, are proud to serve
Our sovereign native land...
Enough Attacks
This woman was part of Obasnajo government for about six years and there was no meaningful impact on the ordinary Nigerians at that time just like now. Am not holding brief for Jonathan's administration but what I think people in her position should be doing is advising government in critical areas of the economy and how to limit corruption amongst public office holders. Attacking the government will not in anyway better the lot of ordinary Nigerians, am sure very soon EFCC will be sent after this woman and that will be the end.
Invitation to Debate is not a Crime
I am looking forward to a day when our beloved Leaders will take responsibilities for their actions and also be accountable for their deed.
Late Chuba Okadigbo once said ``do not mind the messenger, but the message``.
Our Leaders should come out with an unambiguous statistics of verifiable projects showing what they have done. Social responsibilities of Education, Health, Water (even if not clean), Food, Housing, Transportation, Infrastructure, Security, etc has been abdicated and our economy mortgage under (PPP).
I welcome a debate as suggested by Mrs. O.K. Ezekwesili if Government have facts that could be adduced. May GOD help Nigeria(n).
ALL OF U BLAMING OBJ ARE FOOLS
I dnt knw why u peopple are so sensless to face the fact that u all wholeheterdly vote GEJ as our president, did baba IYABO force u on election day to vote that shameless human bieng as our president? NO!!!!!!!!!!!! yet even if you wify mistakenly pregnant is OBJ's fault, u guyz have to wake up and face fact that we all made biggest mistake of our lives to vote imcopetent GEJ in as president and should learn how to leave baba iyabo alone, even if baba iyabo squadered our money yet we still enjoy the divident of democrazy under him, can anybody point to any thing we have enjoyed under Gej? Nothing. whether we like it or not OBJ still remain BABA of Nigeria and lets all learn on how to respect him.
The PDP, Ezekwesili and The Executive: Who is Clean?
Once again the pdp has effectively diverted our attention from the issues. With all due respect Ms Ezekwesili was part and parcel of the pdp that has controlled Nigeria from 1999 to date. What is she grousing about now whle as a Minister she has had the chance to effect real changes but did not?
As to the talking dogs of the administration, the incumbent and his deputy have been CEOs in states under the same party before they rose to the top positions, what have they done to improve their states and indeed the federation from the time tyhey came on board? The pdp is a failled party and is dragging Nigeria in the same direction, P E R I O D!
PROPOSED DEBATE: TO WHAT PURPOSE EXACTLY?
An innocent observer may want to know the benefits of such debate to Nigerians? It is no longer new to learn about government repeated and continuous excesses with public funds, or the diversions of government foreign reserves. The revelations made by the former education minister, is indeed a sensitive issue and at the same time -a familiar one. The call for an open debate for government to defend the allegation can be perceived as mere waste of resources. The government can always manipulate or modulate such debate to their advantage. And may be possibly turn the arrow around, just like the information minister is already doing; through his open allegations on Mrs Ezekwesili. It's high time we do away with the occasional Political-dramatisation we see each day in Nigeria. Our institutions are weak, our media bodies are known for deliberate assassination of facts and our government prefer to be proactive than active. What a country!

Just want to say thank you Oby.
Thank you for your courage, honesty and love for Nigeria..Finally, productive and meaningful people like Oby started asking for accountability from incompetent and dysfuntional Jonathan's corrupts, crooks, monsters so-called government.
shall we continue to tolerate these?
My dear country men and women, how long shall we continue to tolerate these stealing, corruption and misrule?we need to take our destiny into our hands, rise up and defend our collective future, enough should be enough
ARE THERE NO SANE PEOPLE IN GOVERNMENT AND IN THE POLITY?
This 'Routine' corruption, or petty corruption, Trading in Influence/Influence Peddling among the Nigerians ruling politicians and the art of Whistle-Blowing has been going on in Nigeria for a longer time. The fact remains that Nigerians have been cowed and subjugated by the politicians to an underserved poverty level. Worst still, the entire system is infected with the corruption plague. I went the other day to collect driving license at Ikorodu and what I saw there was a confirmation that only Jesus Christ of Nazaereth will deliver Nigeria and Nigerians from corruption. From time wasting to extortion of money at every angle and office by the officers of the Road safety Corps and staff who equally receive monthly salaries show case a really morally decayed system. Corruption starts from the top and there must be much more aggressive sanctions and punishments if we must get out of it.
Civil Society Groups, wake up call
Let us encourage the government of GEJ to fix a date for the debate. QED.
Debate
I cannot fathom why truants like Maku, Okupe and their paymasters are afraid to debate. They are always quick to promote ridiculous excuses and lies rather than be objective. GEJ refused to declare assets, and indictments for corruption are at an all time low, yet we are been told that the only country fighting corruption better than Nigeria is the USA! Yet Nigerians still tribalise and trivialise issues!!
The simple request here is accountability...The GEJ government should make public accounts and then request past governments to do the same.
