Fireworks at Achebe Colloquium
Nigeria’s Ambassador to the United States, Prof. Adebowale Adefuye today threatened to deal with Ambassador John Campbell, the former U.S. Ambassador to Nigeria. The outburst happened on the second day of the 2010 Achebe Colloquium at Brown University.
Ambassador Adefuye was responding to the discussions on the Recovering of stolen Nigerian funds. “I will deal with him,” Ambassador Adefuye shouted. “With friends like him, Nigeria does not need any enemies. We shall confront him in the next section and by the time we finish with him, he will see that Nigeria is not on the brink.”
The panel comprised of Ambassadors Walter Carrington and John Campbell, EFCC Secretary, Emmanuel Akomaye, Omoyele Sowore of Saharareporters and Peter Lewis of John Hopkins University.
In his contribution, Omoyele Sowore of Saharareporters called Nigerian looters stupid because the ostentatious display of their loot easily gave them away. He expressed surprise that looters often bought state of the art cars that can not be driven on Nigerian roads because of their appalling conditions.
“The EFCC has become a very bad comedy club,” Mr. Sowore said as he mocked the anti-corruption agency’s quest to arrest former U.S. Vice President, Dick Cheney.
“The EFCC pretends once in a while to try people,” Sowore said, “If you find Dick Cheney, put him on a plane, the EFCC is looking for him.” He wondered why the EFCC was not dealing with looters in Nigeria but rather pursuing shadows abroad.
Referring to the recent incident in which the Presidency allegedly tried to bribe the Save Nigeria Group, he stated: “What is insulting to me is that they no longer bribe with our own currency but with the dollar,” he lamented.
Peter Lewis referring to statistics provided by the Global Financial Integrity estimated that Nigeria had lost over $218 billion due to looting by Nigerian officials since 1970. This amounted to the total earnings of Nigeria during the two decades, 1980s and 1990s,. He suggested that the U.S. Justice department had not been doing enough the way the British had been.
Anecdotal information indicate that Nigerian looters are quickly finding alternative places for their loot. “If people find out that the U.S. and Britain are no longer good places to put money they go somewhere else.”
Ambassador John Campbell mentioned that illicit assets from Nigeria contribute directly to international criminal activities which impact the U.S. national security. “It is manifestly bad for Nigeria and manifestly bad for the United States,” he said.
Ambassador Campbell noted that the Global Financial Integrity Group estimated that $854 billion U.S. dollars left Africa as looted funds in the last fifty years. “Africa gives back to the world at least twice of what it takes in,” he said.
Ambassador Carrington said that unless the EFCC go after everyone who is corrupt, the agency would not gain the confidence of the people.
“What I fear is likely going to be Nigeria’s fate unless it gets itself together is that Nigeria is not likely to implode but is likely to carry on in stagnation while other countries grow and over take it.” Who would have thought two decades ago, he questioned, that South Africa would so strongly outstrip Nigeria economically.
Mr. Emmanuel Akomaye defended the EFCC. He stated that there were impediments that were stopping the Agency from achieving its goals. He mentioned some challenges in the work of EFCC including poor international collaboration, weak enforcement mechanisms and laws as well as lack of political will on the part of governments. He also called for a national strategy to combat corruption and expedite the judicial processes.
“If you do not address the politics,” Akomaye said, “you cannot address an efficient asset recovery.”
He concluded by pleading that anti-corruption efforts should combine criminal and civil approaches as well as non conviction based asset recovery.
“Asset recovery should not be discussed as an emotional process,” Mr. Akomaye warned, “it is based on law.

Anyone familiar with a Nigerian motor park should be familiar with the expression "I will deal with.....". It is often used by "garage boys" when pushed to the wall and unable to counter persuasively what is thrown at them. Adefuye was ill prepared for the occasion period. He misjudged the colloquium as another "owanbe" gathering to rub shoulders with the big wigs. Collosal mistake! A solid professor/diplomat would have seized the opportunity in a tough situation to dazzle his or her audience and erase misconceptions about his or her country (if there were any)emanating from previous presentations. Instead, Adefuye chose to present himself as another emperor without clothes. Another Ostrich from Nigeria with the head buried in the sand as usual under the faulty judgement that the rest of the trunk is invisible to the world. What a pity! Good luck professor! Welcome to the tough world of diplomacy in AMERICA!

Wait a minute. Every so-called ambassadors always throw dust on Nigeria. We know we have problems and at times some of these problems are magnified and promoted by the West. Corruption would not have thrived in Nigeria if not aided and abetted by the West. You can imagine the negative role of VP Dick Cheney et al.
The Nigerian Ambassador reacts to a particular comments and it should be interesting to listen to him to clarify why he would want to deal with anybody. Oyinbos are not gods. If they goofed, they stand to be challenged. We must change our mentality and stand on our conviction if we have a point regardless of whose ox is gored.

BRITISH AIDES LOOTING IN NIGERIA
How on earth should Mr Peter Lewis or anyone say the British has been doing enough to help us, Nigerians, fight looters of our nation? Where are the billions of £UK stolen from Nigeria and kept in UK Banks which are used to develop and sustain the government and economy of Britain?
From pre-colonial era till date, both during military and civilian governments of Nigeria, it has always been reports of Nigerians looting our resources and fleeing to UK, yet each time any patriotic Nigerian government tries to get the UK to help repatriate the loots, the latter ends up instead to use her legal instrument to confiscate the loots. The well documented recent case of attempt by Generals Buhari-Idiagbon military regime in 1994 to arrested and repatriate Nigeria’s Minister, Alhaji Umaru Dikko from London over alleged looted funds was vehemently opposed and frustrated by the British Govt.
Just imagine what they are now doing in the cases of Chief Ibori’s Associates - they are busy sending them to prison and confiscating the loots rather than urgently return them to Delta State to help save lives of millions of my people in need of basic healthcare, shelters, etc.
Are we not aware that Nigeria’s Attorney General, Mr Mohammed Bello Adoke (SAN) wrote a letter Ref. DPPA/EXT/149/10, dated July 1, 2010 to the British Home Secretary, made pursuant to the Extradition Act (Designation of Part 2 Territories) Order 2003 (SI2003 No.3334) of the UK which reads: "The Honourable Attorney-General of the Federation and Minister of Justice presents his compliments to the Home Secretary, Home Office, United Kingdom of Great Britain and Northern Ireland and has the honour to convey the request of the Government of Federal Republic of Nigeria for the arrest and extradition of Mr. Erastus B. O. Akingbola to Nigeria”? A case of alleged money laundering and stealing of over N300b which led to many investors of the Bank reportedly committing suicide yet the British government refused to act on the request. She refused to arrest and or extradites Mr Akingbola to Nigeria.
I don’t frankly blame the British government and other “developed” Nations who harbour and protect looters of Nigeria, but ourselves. We have shown that we are fools and well educated COMPOUND FOOLS. Did the US and UK look up to and wait for Nigeria and other nations to help them in their War against Terrorists who attacked their nations? No. They went all alone and even declared that they will treat any nation that is a friend to any of the terrorists, as their enemies and they did so.
Why don’t we as Nigerians and Africans also do same to our enemies, the looters of our Common wealth and their friends?
Just imagine us, Nigerians Elite, going to New York to discuss our Issues. Did they come to Africa to discuss their War on Terror?

I thank Omoyele Sowore for articulating and presenting the views of SR readers at the colloquium. Point of observation though. The Global Financial Integrity estimated that Nigeria had lost over US$218 billion owing to looting by Nigerian bureaucrats. But way back in 2003, the World Bank in one of their Reports stated that Nigeria has lost over US$300 billion from 1970 to 2000 owing to fraud, political and corporate corruption. Nevertheless, it is accepted that there is a problem of unbridled fraud and corruption with the political leadership class which have to be addressed.
John Campbell, Peter Lewis and Walter Carrington are all correct in their respective summations. In fact, Lewis was downright correct to say that the United States Department of Justice (DOJ) was not doing enough to assist Nigeria the way the British has done. A case in point is that when ex-Governor James Ibori was indicted for money laundering in the United Kingdom, the British government sought his extradition. Although the Nigerian government prevaricated in granting the UK's request, but the UK authorities sought INTERPOL's assistance and had another opportunity when Ibori travelled to the United Arab Emirates.
But since the United States has indicted Nigeria's ex-Vice President, Atiku Abubakar, of collecting Siemens AG bribe and dumping the loot in the US banks, one would expect the US government would seek his extradition to the United States to answer to the charges. But since this matter was made public in February 2010, it has been inaction on the DOJ's part that to date, Atiku parades Nigeria like a king, challenging anyone who has proof of his involvement in corruption to say so publicly and even rubbishing every Nigerian by making serious and concerted efforts to become Nigeria's President in 2011. What does the United States government want the average Nigerian to do if the government of Mr. Jonathan lacks the courage to arraign Atiku? I challenge the United States TODAY to seek Atiku's extradition to the States to have him prosecuted for money laundering and wire fraud. The United States government must help Nigeria in this regard.
Yes, from my professional experience, the Nigerian political class is currectly looting the treasury. Most of them do not know where to dump the money because they fear charges of money laundering in the United States, Canada, and Europe. There are three ways they try to dispose off the loot for now. First, some of them want to purchase choice properties in Abuja; namely, completed buildings and vacant lands in such suburbs as Maitama and Asokoro. That is why everyday you see large apartment blocks and magnificent single family homes springing up in those areas of the capital city.
The second manner they dispose off the monies, is to befriend the so-called money men, some of those in the oil and gas industry business in the country. They will hand to them the hundreds of million dollars for safe-keeping. These individuals will transfer such funds to the United States or Canadian financial institutions and banks and claim that they are big-time businessmen in the oil and gas industry in Nigeria and that the money was sourced from the banks for their business. I have worked Know Your Customer (KYC) due diligence on four of such businessmen wanting to dump looted funds in the United States and Canada in the past six months.
The third manner they transfer the loot out of Nigeria is to seek citizenship of some Caribbean countries by investing in their economies. Some of these countries I know include Belize, St. Lucia, and St. Kitts and Nevis. Some of these countries seek that enhanced due diligence be carried out on some of these soi disant investors, while some others where eminent Nigerians and Lebanese are their Ambassador Plenipotentiary or Ambassador-at-Large ignore carrying out any due diligence and accept the funds willy-nilly. Of course, these investors will not reveal the fact that they are Politically Exposed Persons (PEP) in the respective forms. The last due diligence I handled of a Nigerian Senator he stated in the form that he is a 'civil servant'!
Mr. Akomaye defends the inaction of the present EFCC. But if he and his ilk in the agency are men and women of integrity if you are constrained to do efficient work, is it a must that you have to remain on the job? What constraints do you have not to perform to the least standard of basic decency and integrity? Is it political constraint that Obasanjo's Personal Assistant, Mr. Adeyanju, is taken to court for collecting US$5 million Halliburton bribe while Obasanjo gallivants the nation preaching 'probity' and 'leadership qualities'? Who is it in EFCC or in government who does not know that Mr. Adeyanju collected the money on behalf of his 'Oga' Obasanjo? Or is Mr. Akomaye telling us that they expected President Obasanjo to handle the US$5 million cash himself without delegating the task to his Assistant before he is found culpable? If you cannot charge Obasanjo because according to you 'lack of political will on the part of governments', don't you realize that it equates to a comedy of sorts to charge his Assistant and leave the man?
And Mr. Akomaye, what will you attribute the recent statement that the EFCC will seek the extradition of Dick Cheney? Is it not another 'Baba Sallah' show by EFCC? What constraints do you have to make such silly statements and thereby portray yourself as unserious comedians? I know comedy, and it is serious business. Are you seeking arrest of Cheney merely because he was the CEO of Halliburton when the bribery scam was perpetuated or because you have documentary and proven evidence of his knowledge of the scheme and thus his culpability? There are no sacred cows in the United States in regard to fraud and corruption and you and your cohorts using you do not appear to understand this fact.
And for our Ambassador Adefuye threatening fire and brimstone, I wish you well, but do not let your mouth lead you to the pit. I may advice that you take a three-month training programme in diplomatic comportment at the School of Government, Harvard University, Cambridge, Massachusetts. It may indeed be worth it before you continue in that post.

The on-going revelations of clssified documents from the US State Department by Wikileaks has clearly confirmed the age-long notion that diplomacy is nothing but deceit and double-speak. Diplomats speak with both sides of their mouths. The alleged outbust by the Nigeria's Ambassador to the US, Prof. Adebowale Adefuye, I beleives, is just a gimmick to keep his job. I will not be surprised if, like a dog, he goes back to eat his own vomits by apologising to the former US Ambassadr to Nigeria, John Campbell.

Notwithstanding the gimmick involved in the whole process of international politics that are game of interest before any other thing. Yet, one can see that Ambassador John Campbell is truly speaking from experience as of what he knows that transpires within the official criminal circle (aka government people).
And mind you for criminals are everywhere in Nigeria. But before that the plain true is that government criminality is rampant that mostly originated from within the three major tribes before it trickled down to the crumb's pickers. Although, one can now argue that the Ijaws have now joined the ranks of the Nigerian major tribes that dominates the power and economic landscape of the so called Nigerian federation, of unitary system. Coming back to it, there are criminal connections everywhere within Nigeria and beyond - be it military, police, air force, navy or what have you - bankers, lawyers, engineers, and pastors are all gaggles of thieves of different levels.
The true is that criminality can no longer be minimized in the Nigerian society in the common sense that there's absolutely no true Nigerianism that guide the mindset of the so called leaders and the reasons for that are verse. The only genuine solution to Nigeria's conundrum as we all knows is national roundtable debate, aka Sovereign National Conference to truly achieve a peaceful but enduring federation that would truly reflects what Nigeria is all about.

The attack against Campbell at a High Class Occasion by Adefuye is Diplomatically Suicidal.
