What do you expect? No story is outrageous. However, If this story is true, then Adoke is not to blame. First of all, he is a Minister under Goodluck. Secondly, in all dealings relating to corruption issues, he has not shown any sense of responsibilty or decorum; the main driving force in all his actions is how much dough he can make from our broken system.
