We have been hearing about removal of subsidy by every successive government over the years, but no one can say for sure how the subsidy was approved in the first case. My question therefore is how come we don't know when and how they approve the subsidy,or made it available to the beneficiaries, as was the case with President Bush Tax Cuts for the Rich?

Was it by Senate and H of R or by the Executive decision?

Any time they want to increase prices of fuel and gas, they cloak the argument in 'subsidy removal.'
