Nigeria: President Jonathan Declares State Of Emergency In Parts Of Nigeria

The Nigerian presidency has just issued a proclamation declaring a state of emergency in certain parts of Nigeria as follows:

Fellow Nigerians, it has become necessary to address you on recent events in some parts of the country that have threatened our collective security and shaken the foundations of our corporate existence as a nation.

2.    You are all aware of the security challenges which the activities of the Boko Haram sect have foisted on the country. What began as sectarian crises in the North Eastern parts of the country has gradually evolved into terrorist activities in different parts of the country with attendant negative consequences on our national security.

3.      Government in an effort to find a lasting solution to the security threats occasioned by the activities of the Boko Haram sect, constituted a Presidential Committee under the Chairmanship of Ambassador Usman Gaji Galtimari, to ascertain the immediate and remote causes of the crises. While efforts are being made to implement the recommendations of the Committee, the crises have assumed a terrorist dimension with vital institutions of government including the United Nations Building and places of worship becoming targets of terrorist attacks.

4.   While the search for lasting solutions is ongoing, it has become imperative to take some decisive measures necessary to restore normalcy in the country especially within the affected communities. Consequently, I have in the exercise of the powers conferred on me by the provisions of section 305(1) of the Constitution, declared a state of emergency in the following parts of the federation, namely:

(i)  Borno State

a)  Maidugiri Metropolitan LGA

b)  Gamboru Ngala LGA

c)   Banki Bama LGA

d)  Biu LGA

e)   Jere LGA

(ii)  Yobe State

a)  Damaturu LGA

b)  Geidam LGA

c)   Potiskum LGA

d)  Buniyadi-Gujba LGA

e)   Gasua-Bade LGA

    (iii) Plateau State

a)  Jos North LGA

b)  Jos South LGA

c)   Barkin-Ladi LGA

d)  Riyom LGA

   (iv) Niger State

a)  Suleja LGA

The details of this proclamation will be transmitted to the National Assembly as soon as they reconvene from their current recess, for their necessary action.

5.    The Chief of Defence Staff and the Inspector-General of Police have been directed to put appropriate measures in place to ensure the protection of lives and properties of residents in the affected parts of the country. I therefore urge the political leadership in the affected states and Local Government Areas to give maximum cooperation to the law enforcement agencies deployed to their respective communities to ensure that the situation is brought under control within the shortest possible time.

6.   The Chief of Defence Staff, in collaboration with other Service Chiefs, has also been directed to set up a special force unit within the Armed Forces, with dedicated counter terrorism responsibilities.

7.   As part of the overall strategy to overcome the current security challenges, I have directed the closure of the land borders contiguous to the affected Local Government Areas so as to control incidences of cross boarder terrorist activities as terrorists have taken advantage of the present situation to strike at targets in Nigeria and retreat beyond the reach of our law enforcement personnel.

8.  Let me assure our neighbours, especially within the ECOWAS sub-region, of Nigeria’s commitment to its international obligations as provided by the ECOWAS Protocol on Free Movement of Persons. The temporary closure of our borders in the affected areas is only an interim measure designed to address the current security challenges and will be reviewed as soon as normalcy is restored.

9.   I commend the efforts of our political leaders at various levels as well as our traditional and religious leaders for their support for the various conflict resolution mechanisms and peace building measures that have been initiated by this administration. We call on the citizenry to continue to provide useful information to our law enforcement agencies to enable us arrest the situation.

10. Terrorism is a war against all of us. I call on all Nigerians to join hands with government to fight these terrorists.

11. I wish all Nigerians a very happy New Year.

12.   Long Live the Federal Republic of Nigeria.

Hapharzad Declaration indeed

Please who controls the security votes in the state - the Administrators or the Governor. You see, more confusion and conflicts of interest coming soon. You are waiting for the national house to come back from their recess to ratify the emergency situation - wrong move - rather recall them immediate as a matter of national security.

Thank you Mr. President

God bless you for every efforts made. Keep winning in your administration & enjoy God's grace.

Mr yom yom, when the nation

Mr yom yom, when the nation is at stake, it involves everybody therefore bringing religious sentiments into it can only agrevate issues. Be cautious pls

STATE OF EMERGENCY vs SUICIDE BOMBERS

On a second thought Sir, are you sure State of Emergency can stop members of Boko Haram? They are SUICIDE BOMBERS NOT kidnappers or ordinary gangs. If Khamid Karzai of Afghanistan is ready for dialogue with Taliban; I suggest your advisers should tell you the truth - DIALOGUE is the only solution. NOTE: America with all their Military Might left Iraq...

state of emergency

May God save us

May God help us in dis

May God help us in dis country...for those dat are behind all dis bombing....they wil never find peace IJN....God bless NIGERIA....

a good step in a best direction

president could have have done more than that close the border to Niger, Chad and Cameroon because those hoodlum the are using comes in from those countries.

Well said. God bless you.

Well said. God bless you.

Comment on president's speech

Infact. Sir, Mr. President, bravo for the declaration of the state of emergency. I wish you would have involved all the Nothern states. Because, non of the nothern states is 40% secured. Sir, the Nigerian securities are not enough to handle the country. Therefore, i suggest for more 90% securities again.

Mr president needs to remove hafiz ringim for this to succed

Hafiz ringim is super corrupt, he will only use this to enrich himself by sending his men to mount different checkpoints and given them targets of how much to deliver everynight, ringim is a pretender he's always given boko haram police officers to escort them and their weapons just like he does to others like armed robbers, he knows all boko haram  sponsors,he knows the top guys in boko haram. They speak to him all the time, a muslim northerner cannot trust you if you are a xtian and a southerner.Gej shouldnt forget, Deri tell your boss.

BEGONE

GEJ,BOKO HARAM and co ,Ask America and co to leave us alone, this wealth(oil) is not man made but GOD's blessing on our country Naija....GOD bless us and long live our great country

Pls be realistic, sentiment

Pls be realistic, sentiment and emotions towards a terrorist group is a patronage.

I am not from the south

I am not from the south southh, but i ask whenever did they bomb innocent citizens, their targets were at oil installations and not people!!! the declared state of emergency in these states is a very good start in combating the situation...

Nice move mr president

This is a very good step mr president though this move ought to have been made earliar on. We are solidly behind you and we are praying for you too.

Reading what my countrymen below have written

It becomes painfully clear that Mr President for all his folly is not one bit of greater stupidity than the people he governs

God bless Nigeria

Declaration of state of Emergency, would not solve the problem.

Declaration of state of Emergency, would not solve the problem rather cause more commotion. This Is just like a person who is affected with AID An decided to cut off his manhood and other affected area in his body, if the disease is not cure is still remain their.
What i am trying to say is that Boko haram group is too small for the nigerian goverment not to be able to capture, to the extend of declareing state of emergency.
This boys where sponsored and supported by prominent leaders and great politicians of our country. They should live the poor citizens alone, if they are really and willing to catch boko haram" they know where they are!!.

Too little too late

Is this all that ijaw Paper Tiger can do? He is only hiding behind the microphone to announce a tepid state of emergency in few LGAs. Disgusting! He must have been shaking terribly while making the written tepid announcement. What is more disgusting is how his tribesmen like deri-jakoic hide under fake names to give him thumbs-up. Nigeria needs no state of emergency. What it needs is disintegration. State of emergency my foot.

Emergency Or Not: Most Xtians now think of stopping going Church

The damage has already been done by Boko Haram. Boko Haram has nearly achieved its objective. A good percentage of Xtians are thinking of stopping frequenting the churches for fear of Boko Haram bombs. This is a new addition to the terrific ordeals people are made to undergo in this fake country called Nigeria. How long more can this ordeal last? Must the Xtians check out to foreign countries for Boko Haram and its sponsors, to enable them reach their ultimate objective: unrestrained access to Nigerdelta oil and to the sea? Break this unholy union called Nigeria NOW. The pains from the union are now becoming too much to bear.

WHAT IS NEEDED

The continuous mass killing of Nigerians be it Muslims and Christians, especially the most recent that took place on Christmas day by coordinated bomb attack on our vulnerable populace of whatever religious background is disastrous, inhuman and quiet unbecoming. It is an act which must be condemn in strong terms. Those behind this selfish idea must know that they are not working for God and nor are they working for humanity or any fruitful ideology of breaking up Nigeria. Killing unarmed, defenseless and vulnerable individuals has never been an object of heroism, neither a success. The wicked looters and unrepentant corrupt leaders should have been the proper target of any attack or profound anger. All the same, transfer of anger or planned conspiracy; be it domestic or international would never hinder our good effort of pursuing prosperous Nation of our own, free from all this negative vices.

Mr. President, if you want to

Mr. President, if you want to declare state of emergency, declare state of emergency on Nigeria by fighting massive corruption (old and new) going on in the country, reform all our failed government institution because democracy cannot function in a lawless society, reduce the massive allocation used to maintain selected politicians by 90%, Stop election rigging by letting peoples vote count. Channel this gain into Power generation, Job creation, Infrastructure development, quality education, good health care and teaching our people of values that makes good society. All these things we witness in Nigeria today is product of long time leadership failure. For example, if our government institutions are not failed, the local SSS and police in the local government you declared state of emergency will pick up all Boko haram members in their local gorvernment, because they will know them.

boko haram [lack of training by their lears]

it shows that the so called their religion leaders isam can not training their subject properly in God choosen way .the north should know that their time is over in the so called country nigeria, hence the should submitte to the authorities of the country .it is nomre the time that they use divid and role with the south west. they should know that isam is not composry but for those who do not know God.they should be careful.

State of Emergency- Another charade

When someone told me of this news, I jumped from my seat and thank God that at last I have someone, I can call my president. Haven gone through the details of the so called emergency proclamation, I became so disappointed that I still wear disillusion like a garment. I guess those rushing into conclusion did not really understand the sectional proclamation of the lilly livered called GEJ
Yoruba proverb says “Patapata l`nfoju, kumo kumo l`andete, oju afo ifotan, ija l`onda sile” (If u want to go blind go blind completely and if you want to be a leper, make it full) What stopped GEJ from total delaration of state of emergency in the entire 3 states and appoint military administrator? Who says the BH will not migrate to other LGA`s within the states.
GEJ`s proclamation is political and a charade!

RE-WAR AGAINST THE EASTERN PART OF THE COUNTRY HAS START AGAIN

WHY YOU GUYS DONT THINK B4 SAYING? can you imagine, war against the eastern part has started again. where did u get your statistics from? check the statistics well again and say the full names of what you see there then compare and contrast how many muslims and how many none muslims have been killed by BOKO HARAM b4 u say anything. and how many times do dey make their attackes on mosques?

Declaration of state of Emergency, can't solve the problem.

A mere political move by Mr.

A mere political move by Mr. President to save face and Nigerians are hailing him. Mark my word, it will not work. A corrupt government declaring state of emergency to be enforced by unpatriotic and corrupt Federal institutions against a well determined, faceless terrorist Guerrilla. The shit has hit the fan. You guys has let Nigeria slide to the extent we have people like Boko haram who have nothing to lose death or alive. The JTF in Maiduguri is like undeclared state of Emergency, yet Boko haram terrorist killed a lot of them and made Maiduguri a living hell.

A Raba

Nigerians esp. the northerners are bitter, disillusion and have a pathological hatred and mistrust of the country and the southerners. In such an atmosphere, political formulae and constitutional semantics, no matter how ingenious and concilitory, will be brushed comtemptuosly aside if they added up to anything less than a division esp. for the southerners. The situation in Nigeria now, is rather like an elaborate waltz danced by two people who detested each other, their eyes continually over each others’s shoulders searching desperately for a sign of their true lovers.

Finally, GJE has fallen into the trap!

Can somebody explain to me the specific agenda of this haphazard "state of emergency".What is the scope of the powers of incubent Governors of the affected states in the management of the state being that this arrangement is not wholesome. Am afraid this is causing more confussion especially when the issue of monthly subventions start coming. GOD! you are our only hope and help!

GOOD MOVE, BUT ...

GOOD MOVE MR. PRESIDENT ESPECIALLY WHEN YOU SET UP TALKS WITH THE BOKO HARAM

  1. IF THIS IS A NATIONAL EMERGENCY AS YOU CLAIMED THEN RECALL THE NATIONAL ASSEMBLY. ARE YOU GOING TO WAIT FOR THEM IF WAR IS DECLARED?
  2. YOU SHOULD NOT BE DIRECTING THE SERVICE CHIEFS, YOU SHOULD BE SACKING THEM.
  3. WE DONT HAVE THE RESOURCES OR EXPERTIES TO SET UP AND RUN A DEDICATED COINTELPRO
  4. MIGHT AS WELL NOT DECLARE THE BORDERS CLOSED IF YOU DONT REORGANISE THE CUSTOM, IMMIGRATION AND THE POLICE FORCES
  5. DONT SET UP A NEW COMMITTE EVERYTHING YOU NEED IS THERE THE SOLOMON LAR COMMITTEE REPORT AND THE SHEIKH LEMU REPORTS CONTAIN ALL YOU NEED. THIS NEW COMMITTEE IS A WASTE OF TIME IF YOU ARE SERIOUS ABOUT SPEEDY RESOLUTION OF THE CRISIS.

I WILL HOWEVER NOT STOP CALLING YOU PRESIDENT UNTIL YOU GO BACK TO SLEEP AGAIN! KUDOS MR. PRESIDENT.

Break up

OLUSEGUN OLALEYE,
My friend segun it is not suprising this coming from you
a yoruba, a tribe universaly known for back stabbing, or do you think the
Igbos have forgoten what AWOLOWO did to them to get a ministerial appointment with Gowon? well in case you are toooo Yoruba to know he did
what you guys do best, i will refer you to google what lord Lugard said about yorubas as far back as 1916 then ask yourself if he was wrong, that man spoke with the tongue of an angel, wonders never end, yoruba calling somebody hypocrite........

ALLAH is with us Mr President

We all know what u want and mean Mr Badluck but ALLAH is with us
