I suggest creating a law that bans force personnel (except police) from wearing uniforms outside the gates of their post of duty or when they are not in active duty. This can help reduce the intimidation from these guys.

The girl was abducted right in front of the parents by soldiers, taken to the army brass residence, raped and taken back to her parents' house.
