Tahrir Square Revolution: At Last, The People of Egypt Prevail As Hosni Mubarak Falls
The Vice President of Egypt, Omar Suleiman, announced today to the delight of Egyptian revolutionaries at Tahrir Square that Hosni Mubarak has stepped down as the president of Egypt after 30 years in power.
Just yesterday, Mubarak refused to step down as expected during a televised speech. Today's dramatic u-turn arose from massive disapproval from protesters after Mubarak gave a familiar rant about his "love" for Egypt.

Egyptian President Hosni Mubarak has stepped down and the vice president has named a military council to run the country's affairs, state television said on Friday after 18 days of mass protests against his rule according to Reuters News Agency report on Friday.
A ruling party official said earlier that Mubarak and his family had left Cairo for the glitzy Red Sea resort of Sharm el-Sheikh where there is a presidential residence.
He added that this proved Mubarak had handed powers to deputy Omar Suleiman.
In the morning, Egypt's powerful military gave guarantees that promised democratic reforms would be carried out but angry protesters intensified an uprising against Mubarak by marching on the presidential palace and mobbing the state television hub.
The army's gesture was an effort to defuse an 18-day-old revolt unprecedented in modern Egypt but, in ignoring the key demand of protesters for Mubarak's ouster now, it failed to stop turmoil disrupting the economy and rattling the Middle East.
Mubarak had promised only that he would not go for re-election in September and that he would preside over reforms until then.
This was not enough for the many hundreds of thousands of mistrustful protesters who rallied in cities across the Arab world's most populous and influential country on Friday, fed up with high unemployment, a corrupt elite and police repression.
The escalating confrontation has raised fear of uncontrolled violence in the most populous Arab nation, a key U.S. ally in an oil-rich region where the chance of chaos spreading to other long stable but repressive states troubles the West.

Nigeria Needs to come together
I agree with you. Our leaders have profitted so much from dividing us through religion and ethinicity. However, when both Muslims, Christians, Hausas, Yoruba, Ibo, Ijaw, lower ranking police, and military etc comes to the awakening that we all suffer the same fate in the hands of our elected and military leaders, what happened in Egypt can happen in Nigeria. The act can succeed when it is supported by both the lower ranking police and lower ranking military men who are the front liners and who are always used against us. When all these players finally come to the realization that we all suffer the same fate in the hands of our leaders, we can change the course of Nigeria for good at least for our yet unborn children.

The Egyptians should not dance Uhuru yet until Hosni Mubarak;s henchmen including Suleiman who is shielding Mubarak and company give way to a truly new men and women ready to do the service for this great country. The Protesters cannot leave the streets yet until they know and see the act of the covenant on television where Mubarak is talking and doing the handover. Except Mubarak is dead, then Suleiman should release his obituary because as far as Egyptians are concerned, he is their President and should be given last honours dead or alive
Despots like Hosni Mubarak could still be ruling from the background and or stage a comeback if care is not taken, through his cohorts who together have been torturing the people over the years. That their sit in has yielded results is not enough until those (Suleiman and co) claiming Mubarak has resigned are able to prove their sincerity and honesty of purpose. on pen and paper. No emotions and sentiments bearing in mind the reality on ground that the Egyptians have suffered unwholesome deprivation through one very gullible leader and his group who are impervious to reason and change and who were used or manipulated by some nations to suffer the good people of this great country.
Egyptians cannot accept another militocracy of the same pot minded military leaders who aided and supported Mubarak in his mad desire to turn the country into a conglomerate of a family business centre not minding the immeasurable damage his actions have done and be hampering the lives of people stagnated by avarice, greed and nonchalance.
Mubarak’s ruling party should be disbanded and taken over by the transitional government immediately, the same way the accounts of his money and companies at home and in overseas should be taken over in order to clear him completely to receive the pardon of Allah.
The Military leaders should invite all shades of public opinion in the country, the stakeholders, the academia and right wing political leaders and the members of the opposition to sit and devise a new system that would become the red print of a new born again Egypt prepared to stand on its own, respect human rights, freedom of opinion, association and recognise the secularity of the nation with particular reference to the unacceptable non aligned role of Egypt in global affairs and its obligation to Africa and Middle East.
The protesters should enter the Presidential Palace to demand the act of surrender from Mubarak now without minding the consequences because of the fundamental need to change this decadent, dangerous apartheid system.
If the Army is serious and could see the gathering tsunami that even Putin of Russia cannot stop, they should initiate immediate steps to form a transitional broadly based Government headed by a civilian within the next 48 hours picking from the wise and elderly plus one or two reliable military men whose integrity cannot be questioned, to rule the country pending the finalisation of the communiqué for the way forward.

The wind of change is blowing... and from indications, it blowing wind is Nigeria-bound; it will arrive in Nigeria in April 2011 or threabouts! NIGERIA'S REVOLUTION...MAY 2011, Insha Allah!
The TUNISIAN REVOLUTION started from December 18, 2010, over HIGH UNEMPLOYMENT, POVERTY and CORRUPTION. A certain 26 years old MR. MOHAMED BOUAZIZI, a jobless university graduate from very poor background, had started a business. He was approached by a policewoman to provide his registration certificate or permit to run the business. He explained that his parents were too poor to pay the BRIBE required in order to secure the Permit. The policewoman was not interested in his explanation. She ensured the seizure of his wares after dealing two dirty slaps on the man. The proud young man felt humiliated. He then set himself on fire, a process of self-immolation on December 17, 2010. This then sparked off the public demonstrations that led to the ouster of President Zine Ben Ali on January 15, 2010, ending his 23 years reign in power.
The EGYPTIAN REVOLUTION commenced on January 25, 2011, over LARGE-SCALE UNEMPLOYMENT, CORRUPTION and POVERTY and finally ended TODAY, February 11, 2011, when President Hosni Mubarak resigned from power.
NIGERIA'S esteemed Constitutional lawyer, Professor Ben Nwabueze, had earlier in July 2010 called for bloody revolution in Nigeria when he as Vice Chairman of President Jonathan's PAC was privy to know the degree of corruption in the National Assembly. He had voiced out thus: "We have had cause to invite some members of the National Assembly to furnish us with some information, a situation which gave insight to fraud going on there. WHAT IS GOING ON THERE IS TERRIBLY INCREDIBLE. The National Assembly is the 'HOUSE OF THIEVES' and the level of docility displayed by Nigerians has worsened the situation leading to arrogant display of power by those entrusted with governance."
Prof. Nwabueze continued: "I want a BLOODY REVOLUTION. We need a revolutionary change. A bloody one and those who survive will pick up the pieces. CORRUPTION has eaten deep and everyone is involved; only a bloody revolution will remedy the situation. That's how France was saved." I dare add, Prof., that is how Tunisia and Egypt have now been saved.
In February 2010, Alhaji Galadinma called for a BLOODY REVOLUTION in Nigeria. He granted an interview to THIS DAY newspapers and said some Nigerians should pay the supreme sacrifice in order to move the nation forward. He added that in his list, he (Alhaji Galadinma) is No. 10 among those who will pay the ultimate sacrifice for the country! What a patriot!
In a media interview either with TELL or THE NEWS in the late 1990s, my mentor, Gani Fawehinmi, had called for a bloody revolution in the country. He had harped on the word, BLOODY, because as he explained, even with regard to birth, a blessing of God to mankind, the woman looses some portion of her blood, but the child remains the blessing.
Our erudite Justice Chukwudifu Oputa in his 86 years birthday celebration last year regretted the level of high graduate unemployment in the land. He lamented that in some families, three to four graduates are unemployed.
Then, on October 1, 2010, there was a bomb blast at Abuja as Nigerians celebrated the country's independence. One of the victims was a Mr. Abdul Usman. His experience was published in 234Next.com thus: "Abdul Usman, a 2006 graduate of Mathematics from the Ahmadu Bello University, Zaria, said after his long search to secure a job failed, he saw the 50th Anniversary as an opportunity to raise some money for his immediate needs." According to Usman: "I went there to sell snacks. I am an applicant. I graduated from Ahmadu Bello University in 2006 but have no job. It was while I was there that the bomb blast occurred."
Brothers and Sisters, what is the difference in the experience of Tunisia and Egypt with the present Nigerian state? Nothing! We are all the same!
I predict that Nigeria's day of reckoning will come in May 2011 after the clueless INEC had allowed themselves to be used by PDP hawks to once more force themselves on us from the Presidency to the state assemblies. Then, Insha Allah, I promise Prof. Nwabueze that he will start seeing the majority of us not as docile citizens but as courageous Nigerians who only allowed the thieves to have their fill as per the saying 'every day for the thief but one day for the owner of the house.' corruption at DELSUTH By PROF. OTUBU
EXTREME CORRUPTION AND ABUSE OF OFFICE BY PROF. JOSEPH OTUBU: A CALL TO PUT AN URGENT HALT TO THIS EVIL
DELSUTH was established by the Delta State University Teaching Hospital Law 2008 and the Law makes it abundantly clear that it is for the use of the entire state in line with public service rules and regulations and the enabling law setting up the hospital.
Unfortunately this hospital has been so abused by the Chairman of the Board (Prof. Joseph Otubu) and he now runs the hospital as if it is a personal property of his which is established for the use of his relations and friends particularly in terms of employment and appointment to top management positions.
The law clearly stipulates the roles and responsibilities of the part-time Board of Management as well as the responsibilities of the top Management team. Indeed section 3 and 4 of the bill ascribe the responsibilities of guidelines and policy formulations for effective running of the hospital to the Board of Management. The Board ought to meet once quarterly (4 times yearly) and emergency meetings could be held if need be (section 12, subsection 3). The enabling law did not ascribe any specific functions to the Chairman of the Board or is he vested with the responsibilities of the day to day administration of the hospital. The day to day running of the hospital using guidelines and policies enunciated by the Board is vested in the Hospital management committee chaired by the Chief Medical Director (see section 18 of the bill).
Regrettably, this is hardly the situation in the hospital with the Chairman (Prof. J.A.M. Otubu) of the Board practically assuming the functions of the hospital management committee and running the hospital as if he is the Chief Executive Officer. This has been a source of incessant crisis with members of the management team that has certainly impeded the rate of progress of the hospital. He asserts and intimidates everybody including the board members that the former Governor of the state is his younger cousin and that his father trained the former Governor and therefore he does not have a right to tell him how to run the hospital and moreover when the hospital is established in his village.
The Board Chairman is extremely high-handed; he ensured that till date there is no functioning tender’s board and he seem not to be in a hurry in ensuring that one becomes effective and operational but rather undertakes unilateral, arbitrary award and inflation of contracts; overstepping the bounds of the office; unilateral appointments, designations and deployments of staff (he personally signs the letters to this effect); witch-hunting; discrimination, among several others.
If this hospital must grow and meets the vision of the founding fathers, and if the government must avert impeding ethnic unrest over the hospital, then the Board as presently constituted must be dissolved and an enquiry set up to look into the corrupt practices and gross abuse of office by Prof. Otubu and his cronies.
The issues are highlighted below:
1. Arbitrary and unilateral employment of all staff with collection of varying amount ranging from N250,000 to N300,000 from each candidate using his driver (Samuel Ogide) as the courier for collecting money to him. No time since his appointment as the Board Chairman has employment been in line with due process. Adverts are not done, no short listing based on established guidelines or criteria and no interview panels constituted prior to employment. After he employs staff and they have resumed, he would after some months set-up a committee to ratify his sole employment. A very worrisome and most recent saga is his employment of 75 nurses and all were through his community agents he gave slots to and whom collected N250,000 from each of the nurses on his behalf. When the head of nursing (Mrs. Eunice Williams) during a meeting with very senior management staff, some DELSUTH Board members and senior members of Medical and Dental Council of Nigeria in attendance raised objection to the processes by which the nurses were going to be engaged, he almost physically assaulted the Head of Nursing who had politely suggested that rather than the arbitrary appointments of nurses by him, that a formal interview in line with due process would be advisable and that employing 75 nurses by himself alone would jeopardize the possibility of getting the best for the hospital. He had to be physically restrained by a senior professor but not after he threatened as usual to get her sacked (see attached letter of Head of nursing to the contractor that engaged her from the UK and marked A). This lady has since fled the country for fear of being attacked.
2. Ridiculously, to ensure that the candidates that have paid for employment gets in immediately he personally signs letters of appointment. See attached copy of letter of appointment marked B.
3. Over 70% of staff engaged in the hospital are Oghara indigenes from Ethiope West. This policy is deliberate by him and often denies other ethnic group positions, and would only consider others only if he does not get his relations or Oghara indigenes. Pleases see attached report of the details of the first tranche of staff employed (Marked C) and you would appreciate that Oghara/Ethiope west constituted over 70% of employed staff.
4. Deliberate pursue of appointment of Oghara indigene as Top management staff and to positions of HODships. Worst still without consulting with management he goes ahead to issue letters personally signed by himself appointing these relations of his from Oghara into this positions by memos personally signed by him. Examples of Oghara indigenes holding such top positions are:
a. Mr. Solomon Oyagbhara – Chief Security Officer
b. Mr. Joel Adjekukor – Acting Chief Accountant (was actually employed as a principal accountant because of his cognate experience, but the Chairman unilaterally promoted him to the rank of Assistant Chief Accountant and made him the Acting Chief Accountant)
c. Dr. Onome Ogueh – HOD, Obstetrics & Gynaecology
d. Mr. Samuel Ogide – Acting Transport Officer (even though he does not know how to read and write)
e. Mrs. Betty Abebor – HOD, Hospital Library
f. Mr. Iteme Emmanuel – HOD, Public Relations
g. Mr. Richard Ogide – Project Manager , Drug Revolving Fund (DRF)
h. Mrs. E. M. Skinn as Acting Director of Administration (the husband of this young lady is his relation in Koko and the mother of the young lady is also his cousin). This young lady is at best qualified to be a Senior Admin Officer. He brought her in on temporary appointment and till date she has not had any formal interview for her credentials to be verified (yet is paraded by the Chairman as the Acting DA having chased away the duly employed Director of Administration to enable him actualize his game plan of installing this relation of his).
i. Mr. Iteme Emmanuel – Chairman, Diesel Monitoring Committee
j. Mr. Ufuoma Ochuko James – Head, general accounts unit
k. Monday Akpodinyo – Head Legal Unit
Attached are letters personally signed by Prof. Otubu to these effect.
5. Persecution, maligning and deliberate attempt to always destroy top management staffs that are not Oghara indigenes. The list include:
a. Mr. Dan Imishue (Ughelli Indigene) who was seconded from the ministry of health to the hospital to help set up the administrative wing of the hospital. He was sent away by a letter personally signed by the Chairman just before he had accomplished the assignment for which he was posted to the hospital.
b. Same applied to Mrs. P.O. Adjarho (Agbarho Indigene) a Chief Accountant seconded from the Accountant Generals office to help set up the accounts department. The immediate past Chief Medical Director of the hospital
c. Dr. Seyi Oyesola had a grueling time under him and he used his relationship with the past Governor of the state to ensure that his contract and tenure was not renewed.
d. A former acting head of maintenance (Isoko Indigene) and a seasoned generator mechanic was not only driven away from DELSUTH, he was almost physically moved him out of the premises by the Chairman of the Board.
e. DELSUTH Deputy Director of Administration, Mr. Onwuka Thomas (Aniocha Indigene), has decided to “keep off the (DELSUTH) environment for security reasons” following alleged “harassment, intimidation and threat to my life” instigated by the Board Chairman. His appointment got the ascent of the Governor and less than two weeks of assumption of duties, he was chased away by the Chairman (Prof. Otubu). Please see his attached memo referred to the Board to this effect (Marked E).
f. Very recently Dr. Lawrence Omo-Aghoja (Okpe Indigene), the Chairman Medical Advisory Committee (CMAC) of the hospital which he sent on suspension based on false allegations cooked up by himself. The process he adopted falls short of due process, gross violations of public service rules and regulations, and contravenes the law establishing the hospital including the constitution of the federal republic of Nigeria. He wants to destroy this young man so he can have his way to install his relation Dr. Onome Ogueh as the next CMD of the hospital. To get this scheming of his through, as against the statutory provisions in the enabling law setting up the hospital, on how a CMD is appointed, he single handedly suggested 3 names including that of his relation (Dr. Onome Ogueh) to the Board and forced his way to get them to approve this for him to send to the Governor to appoint Onome Ogueh as the CMD. See the extract of that Board meeting attached and Marked as F. The case of suspension of the CMAC is now a subject of litigation in a young hospital.
6. He ensured that till date there is no functioning tender’s board and he seem not to be in a hurry in ensuring that one becomes effective and operational but rather undertakes unilateral, arbitrary award and inflation of contracts to his personal companies or fake and non-existent once cooked up by him and his cronies like Prof. Angela Okolo, Mr. Bonny Smart, Mrs. E. M. skinn and Barr. Victor Adigwe. No contractor is registered in line with due process with the establishment because they are fake and cooked up by them. They are masters in contract splitting and inflation of contracts. So far since the inception of the Board he has spent over N500,000,000 without a tenders Board and all the approvals/spending are done by him and his cronies, only to get the Board to ratify these. The non-management members of the Board usually are all part of the racketeering and get their share of the inflated contract.
a. See attached documents G, H & I to confirm that Prof. Otubu unilaterally awards contracts. He ensured till date that the tender’s board is not functional
b. He awards contract to his own companies – see items 3, 4, 5 & 6 on attached document G. the items here were awarded to SENFORCE INSURANCE BROKER’S LTD a company his has his personal interest. He paid the company N4.8 million naira cash on 21/04/2010 by contract splitting, his approval limit being only N1 million. One wonders what they actually insured as the hospital vehicles were insured by government upon supply.
c. See item 7, 8, 9 & 13 on attached document G were awarded on 29/04/2010 by contract splitting.
d. Items 10, 11, 12 & 14 on attached document G were awarded on the 29/04/2010 by contract splitting.
e. Items 33 & 34 in attached document H which is quoted for a total of N1.6 million was never supplied to the hospital at anytime. If you doubt this, please undertake a sting operation on the hospital.
f. Items 43 on attached document H is spurious because the university footed the bill for this visit including paying Prof. Otubu’s driver his allowances for the days the exercise lasted. Regrettably, Prof. Otubu also approved payment of same allowance to his driver from the hospital’s account.
g. Items 60, 61, 62 and 63 on attached document H were undertaken by contract splitting which amounts to financial crime.
h. Items 66, 67 & 68 on attached document H again is by contract splitting and all approved and paid same day. What exact servicing of generators that gulps this whooping sum in one go.
i. Attached document I shows release of N120,000,000 to the hospital. The Chairman needs to explain what exactly this money was spent for. Imagine item B6 maintenance of vehicle and other assets at almost N6 million. This is ridiculous as the vehicles were just barely supplied and all brand new, and had been scarcely used. So what exactly was this huge sum spent on. What other assets were they maintaining with this money when indeed they had spend almost N3 million on maintaining the buildings.
j. N20 million is released monthly for diesel procurement, yet the hospital spend less than N4 million naira monthly on diesel. What does Prof. Otubu do with the balance and why should he collect far more than what is needed. Is this in line with financial regulations?
k. Since December 2010, staff of the hospital has not been paid salaries till date. The main reason being that monies meant for salaries has bee shared by Prof. Otubu and his accomplice (Prof. Angela Okolo, Prof. Phillip Umebese, Barr. Victor Adigwe and Mr. Bonny Smart). Secondly he tripled the staff strength of the hospital illegally after collecting N300,000.00 from each staff employed thereby bloating the wage bill.
l. There is gross financial misappropriation, embezzlement and crime in DELSUTH. The government must speedily investigate this.
Finally, it is our submission that if this hospital is to achieve the targets for which it was setup, then government must urgently address this ongoing misnomer as a matter of priority. The Board must be dissolved and the government setup a special task force to oversee the hospital and undertake the functions of a part-time Board until the enquiry into the activities of Prof. Otubu and his Board is fully undertaken. This is only way to convince other ethnic groups that government is not part of the ethnic cleansing and marginalization being undertaken by Prof. Otubu and ensure the much desired peace cherished by all and sundry.

What a historic day for the people of Egypt!!
I could not hide my boundless elation for the people of Egypt for their victory over the tyrant Hosni Mubarak - a man that has turned that country into his personal fiefdom and ruled it with iron hand for the past 30 years. He was even nursing the ambition of turning the presidency into a kind of dynasty by passing the baton to his son when he steps down. This man was said to be worth $50 to $70 billion with his son, whom he wants to be the heir apparent, and all other members of his nuclear family said to be worth individually billions of dollars as well.
The scenes at Tahrir Square and all other towns in Egypt reinforced by the cacophony of celebrations and the crescendo of excitement displayed by the Egyptians showed to the whole world the kind of tyranical regime under which they have lived for the past 30 years. What a huge sigh of relief for them now that they have seen the back of this tyrant who had held them captive for three decades! One question that has always knawed at the back of my mind is: what exactly is wrong with African rulers (they are not leaders, I am afraid!)? What do they want to do with the stealing of billions of dollars and stashing same away in foreign countries instead of using the money for the betterment of their own peoples? Do they not realise that a time will come when the people, groaning under the yoke of oppression, will rise up and say enough is enough? Are they always concerned about leaving behind enduring legacies that posterity will be proud of? Where do they want to take this money to? Will this money be of any use to them when they breath their last; afterall death is the inevitable price every mortal has to pay?
One of the great lessons I learnt from this Tahrir Square Revolution is the sovereignty of the people and this goes to reinforce my belief that, if the people realise the tremendous power of sovereignty that is at their disposal and have it exercised when push comes to shove, no power of the gun or the treachery of the powers-that-be could silence them. Another lesson I took away from this revolution and which our so-called rulers should take on board is the fact that, throughout the duration of the revolution, the electricity never blinked for one second. Apparently the level of development in that country far surpasses what we have in Nigeria.
This should serve as a good lesson to Nigerians who have been living under the yoke of oppression and tyranny since independence through the divide and rule tactics of our politicians who are always disposed to playing the ethnic and religious cards thus burrowing into the gullibility of an average Nigerian's penchant of always seeing things within the prism of ethnicity and religion. Poverty and the attendant sufferings that are the lot of the common man in Nigeria makes no distinction between tribes and religions. Unemployment, lack of proper health care delivery, constant power outages, rampant criminality, insecurity to life and property, bad roads, lack of potable water, culture of impunity that our politicians wear as a badge of honour, the rampant corruption that has dealt a bitter blow to the development of the country, the dearth of purposeful and visionary leadership, denial of the right of the people to chose the leaders of their choice, lack of accountability and transparency in the body politic of the country affect everybody irrespective of tribe or religion.
The questions are: Can the kind of Egyptian Revolution happen in Nigeria? How many young Nigerians have access to the social networking sites like Facebook and Twitter in a country with epileptic power supply? How can they be mobilised when majority of them have been so pauperised that N2000 is enough for them to do the dirty work of politicians? What is the literacy level of young Nigerians compared to the Egyptians in a country where the percentage of students that failed the WASC in 2010 was almost 90%? Can there be a revolution in a country where young people are not well informed about what is going on in the international community? Are Nigerians prepared to defend their votes and troop to the streets should they discover that their votes have not been made to count or would they just shrug their shoulders and say it is the act of God?
I pray that Nigerians will wake up from their passivity and ensure that they defend their votes, with all the fibre in their being, during the forthcoming elections in April 2011. Nobody can deliver Nigerians from the stranglehold of these wicked politicians but Nigerians themselves!!

corruption at DELSUTH By PROF. OTUBU
EXTREME CORRUPTION AND ABUSE OF OFFICE BY PROF. JOSEPH OTUBU: A CALL TO PUT AN URGENT HALT TO THIS EVIL
DELSUTH was established by the Delta State University Teaching Hospital Law 2008 and the Law makes it abundantly clear that it is for the use of the entire state in line with public service rules and regulations and the enabling law setting up the hospital.
Unfortunately this hospital has been so abused by the Chairman of the Board (Prof. Joseph Otubu) and he now runs the hospital as if it is a personal property of his which is established for the use of Oghara Indigenes alone particularly in terms of employment and appointment to top management positions.
The law clearly stipulates the roles and responsibilities of the part-time Board of Management as well as the responsibilities of the top Management team. Indeed section 3 and 4 of the bill ascribe the responsibilities of guidelines and policy formulations for effective running of the hospital to the Board of Management. The Board ought to meet once quarterly (4 times yearly) and emergency meetings could be held if need be (section 12, subsection 3). The enabling law did not ascribe any specific functions to the Chairman of the Board or is he vested with the responsibilities of the day to day administration of the hospital. The day to day running of the hospital using guidelines and policies enunciated by the Board is vested in the Hospital management committee chaired by the Chief Medical Director (see section 18 of the bill).
Regrettably, this is hardly the situation in the hospital with the Chairman (Prof. J.A.M. Otubu) of the Board practically assuming the functions of the hospital management committee and running the hospital as if he is the Chief Executive Officer. This has been a source of incessant crisis with members of the management team that has certainly impeded the rate of progress of the hospital. He asserts and intimidates everybody including the board members that the former Governor of the state is his younger cousin and that his father trained the former Governor and therefore he does not have a right to tell him how to run the hospital and moreover when the hospital is established in his village.
The Board Chairman is extremely high-handed; he ensured that till date there is no functioning tender’s board and he seem not to be in a hurry in ensuring that one becomes effective and operational but rather undertakes unilateral, arbitrary award and inflation of contracts; overstepping the bounds of the office; unilateral appointments, designations and deployments of staff (he personally signs the letters to this effect); witch-hunting; discrimination, among several others.
If this hospital must grow and meets the vision of the founding fathers, and if the government must avert impeding ethnic unrest over the hospital, then the Board as presently constituted must be dissolved and an enquiry set up to look into the corrupt practices and gross abuse of office by Prof. Otubu and his cronies.
The issues are highlighted below:
1. Arbitrary and unilateral employment of all staff with collection of varying amount ranging from N250,000 to N300,000 from each candidate using his driver (Samuel Ogide) and the Oghara community youths as the courier for collecting money to him. No time since his appointment as the Board Chairman has employment been in line with due process. Adverts are not done, no short listing based on established guidelines or criteria and no interview panels constituted prior to employment. After he employs staff and they have resumed, he would after some months set-up a committee to ratify his sole employment. A very worrisome and most recent saga is his employment of 75 nurses and all were through his community agents he gave slots to and whom collected N250,000 from each of the nurses on his behalf. When the head of nursing (Mrs. Eunice Williams) during a meeting with very senior management staff, some DELSUTH Board members and senior members of Medical and Dental Council of Nigeria in attendance raised objection to the processes by which the nurses were going to be engaged, he almost physically assaulted the Head of Nursing who had politely suggested that rather than the arbitrary appointments of nurses by him, that a formal interview in line with due process would be advisable and that employing 75 nurses by himself alone would jeopardize the possibility of getting the best for the hospital. He had to be physically restrained by a senior professor but not after he threatened as usual to get her sacked (see attached letter of Head of nursing to the contractor that engaged her from the UK and marked A).
2. Ridiculously, to ensure that the candidates that have paid for employment gets in immediately he personally signs letters of appointment. See attached copy of letter of appointment marked B.
3. Over 70% of staff engaged in the hospital are Oghara indigenes and Ethiope West persons. This policy is deliberate by him and often denies other ethnic group positions, and would only consider others only if he does not get his relations or Oghara indigenes. Pleases see attached report of the details of the first tranche of staff employed (Marked C) and you would appreciate that Oghara/Ethiope west constituted over 70% of employed staff.
4. Deliberate pursue of appointment of Oghara indigene as Top management staff and to positions of HODships. Worst still without consulting with management he goes ahead to issue letters personally signed bt himself appointing these relations of his from Oghara into this positions by memos personally signed by him. Examples of Oghara indigenes holding such top positions are:
a. Mr. Solomon Oyagbhara – Chief Security Officer
b. Mr. Joel Adjekukor – Acting Chief Accountant (was actually employed as a principal accountant because of his cognate experience, but the Chairman unilaterally promoted him to the rank of Assistant Chief Accountant and made him the Acting Chief Accountant)
c. Dr. Onome Ogueh – HOD, Obstetrics & Gynaecology
d. Mr. Samuel Ogide – Acting Transport Officer (even though he does not know how to read and write)
e. Mrs. Betty Abebor – HOD, Hospital Library
f. Mr. Iteme Emmanuel – HOD, Public Relations
g. Mr. Richard Ogide – Project Manager , Drug Revolving Fund (DRF)
h. Mrs. E. M. Skinn as Acting Director of Administration (the husband of this young lady is his relation in Koko and the mother of the young lady is also his cousin). This young lady is at best qualified to be a Senior Admin Officer. He brought her in on temporary appointment and till date she has not had any formal interview for her credentials to be verified (yet is paraded by the Chairman as the Acting DA having chased away the duly employed Director of Administration to enable him actualize his game plan of installing this relation of his).
i. Mr. Iteme Emmanuel – Chairman, Diesel Monitoring Committee
j. Mr. Ufuoma Ochuko James – Head, general accounts unit
k. Monday Akpodinyo – Head Legal Unit
Attached are letters personally signed by Prof. Otubu to these effect and are marked as D.
5. Persecution, maligning and deliberate attempt to always destroy top management staffs that are not Oghara indigenes. The list include:
a. Mr. Dan Imishue (Ughelli Indigene) who was seconded from the ministry of health to the hospital to help set up the administrative wing of the hospital. He was sent away by a letter personally signed by the Chairman just before he had accomplished the assignment for which he was posted to the hospital.
b. Same applied to Mrs. P.O. Adjarho (Agbarho Indigene) a Chief Accountant seconded from the Accountant Generals office to help set up the accounts department. The immediate past Chief Medical Director of the hospital
c. Dr. Seyi Oyesola had a grueling time under him and he used his relationship with the past Governor of the state to ensure that his contract and tenure was not renewed.
d. A former acting head of maintenance (Isoko Indigene) and a seasoned generator mechanic was not only driven away from DELSUTH, he was almost physically moved him out of the premises by the Chairman of the Board.
e. DELSUTH Deputy Director of Administration, Mr. Onwuka Thomas (Aniocha Indigene), has decided to “keep off the (DELSUTH) environment for security reasons” following alleged “harassment, intimidation and threat to my life” instigated by the Board Chairman. His appointment got the ascent of the Governor and less than two weeks of assumption of duties, he was chased away by the Chairman (Prof. Otubu). Please see his attached memo referred to the Board to this effect (Marked E).
f. Very recently Dr. Lawrence Omo-Aghoja (Okpe Indigene), the Chairman Medical Advisory Committee (CMAC) of the hospital which he sent on suspension based on false allegations cooked up by himself. The process he adopted falls short of due process, gross violations of public service rules and regulations, and contravenes the law establishing the hospital including the constitution of the federal republic of Nigeria. He wants to destroy this young man so he can have his way to install his relation Dr. Onome Ogueh as the next CMD of the hospital. To get this scheming of his through, as against the statutory provisions in the enabling law setting up the hospital, on how a CMD is appointed, he single handedly suggested 3 names including that of his relation (Dr. Onome Ogueh) to the Board and forced his way to get them to approve this for him to send to his brother the formal Governor to appoint Onome Ogueh as the CMD. See the extract of that Board meeting attached and Marked as F. The case of suspension of the CMAC is now a subject of litigation in a young hospital.
6. He ensured that till date there is no functioning tender’s board and he seem not to be in a hurry in ensuring that one becomes effective and operational but rather undertakes unilateral, arbitrary award and inflation of contracts to his personal companies or fake and non-existent once cooked up by him and his cronies like Prof. Angela Okolo, Mr. Bonny Smart, Mrs. E. M. skinn and Barr. Victor Adigwe. No contractor is registered in line with due process with the establishment because they are fake and cooked up by them. They are masters in contract splitting and inflation of contracts. So far since the inception of the Board he has spent over N500,000,000 without a tenders Board and all the approvals/spending are done by him and his cronies, only to get the Board to ratify these. The non-management members of the Board usually are all part of the racketeering and get their share of the inflated contract.
a. See attached documents G, H & I to confirm that Prof. Otubu unilaterally awards contracts. He ensured till date that the tender’s board is not functional
b. He awards contract to his own companies – see items 3, 4, 5 & 6 on attached document G. the items here were awarded to SENFORCE INSURANCE BROKER’S LTD a company he inherited from his father. He paid the company N4.8 million naira cash on 21/04/2010 by contractl splitting, his approval limit being only N1 million. One wonders what they actually insured as our vehicles were insured by government upon supply.
c. See item 7, 8, 9 & 13 on attached document G were awarded on 29/04/2010 by contract splitting.
d. Items 10, 11, 12 & 14 on attached document G were awarded on the 29/04/2010 by contract splitting.
e. Items 33 & 34 in attached document H which is quoted for a total of N1.6 million was never supplied to the hospital at anytime. If you doubt this, please undertake a sting operation on the hospital.
f. Items 43 on attached document H is spurious because the university footed the bill for this visit including paying Prof. Otubu’s driver his allowances for the days the exercise lasted. Regrettably, Prof. Otubu also approved payment of same allowance to his driver from the hospital’s account.
g. Items 60, 61, 62 and 63 on attached document H were undertaken by contract splitting which amounts to financial crime.
h. Items 66, 67 & 68 on attached document H again is by contract splitting and all approved and paid same day. What exact servicing of generators that gulps this whooping sum in one go.
i. Attached document I shows release of N120,000,000 to the hospital. The Chairman needs to explain what exactly this money was spent for. Imagine item B6 maintenance of vehicle and other assets at almost N6 million. This is ridiculous as the vehicles were just barely supplied and all brand new, and had been scarcely used. So what exactly was this huge sum spent on. What other assets were they maintaining with this money when indeed they had spend almost N3 million on maintaining the buildings.
j. N20 million is released monthly for diesel procurement, yet the hospital spend less than N4 million naira monthly on diesel. What does Prof. Otubu do with the balance and why should he collect far more than what is needed. Is this in line with financial regulations?
k. Since December 2010, staff of the hospital has not been paid salaries till date. The main reason being that monies meant for salaries has bee shared by Prof. Otubu and his accomplice (Prof. Angela Okolo, Prof. Phillip Umebese, Barr. Victor Adigwe and Mr. Bonny Smart). Secondly he tripled the staff strength of the hospital illegally after collecting N300,000.00 from each staff employed thereby bloating the wage bill.
l. There is gross financial misappropriation, embezzlement and crime in DELSUTH. The government must speedily investigate this.
