Nigeria: Don’t Shoot the Messenger When You Should be Addressing Human Rights Abuses

The attack by senior Nigerian officials on an Amnesty International report that documents human rights violations by the country’s police and military is a diversionary tactic – shooting the messenger when the security forces should really be concentrating on putting their house in order.
Anyone who reads the report, Nigeria: Trapped in the Cycle of Violence, will see that Amnesty International condemns the unlawful actions of Boko Haram in just as strong terms as it does those of the government forces.
The report fully reflects Amnesty International’s fundamental commitment to objectivity and impartiality in research, analysis and advocacy of human rights issues.
Researchers for Amnesty International interviewed victims of violence perpetrated by both Boko Haram and the security forces in compiling the report. They spoke to judges, magistrates, doctors, teachers, health and education professionals, journalists, lawyers and representatives of non-governmental human rights organizations.
The final report presents research gathered during numerous visits to Nigeria over two years between 2010 and 2012. It includes information gathered via telephone interviews and draws on court cases, legislation, policy documents, medical reports and video and photographic evidence.
It also includes information provided by representatives of the military, the police and several branches of government following meetings with representatives of Amnesty International in July 2012 to discuss the preliminary findings and observations.
In August 2012 a nine page briefing was sent by courier to security and government authorities in Nigeria containing Amnesty International’s findings and a list of over 90 cases, including names, arresting authority and other relevant information.
The briefing included requests for the cases mentioned to be investigated and invited response and comment. None was received even though Amnesty International would have reflected any comments in the final report.
Full names of victims were not included in the public report published in November to protect the individuals involved.
The Honourable Attorney General of the Federation (HAGF), on behalf of the President of Nigeria and commander-in-chief of the Nigerian Armed Forces, met Amnesty International on 1 November 2012 following the official launch of the report. He stated that all allegations of human rights violations by security forces would be investigated and that Nigeria was committed to ensuring its security forces operate at all times within the rule of law and with respect for human rights.
The HAGF also stated that any state actors found to have violated human rights would be brought to justice. Amnesty International welcomes this statement and hopes that the authorities will take immediate and concrete action to address the real problem and commit to carrying out a full investigation into human rights abuses and violations and to bring perpetrators to justice.
The Nigerian government and the security forces should recognize that the population will not be truly secure until everyone in Nigeria can be confident not only that the risk of attacks from Boko Haram has been reduced, but also that they will not face human rights violations at the hands of the very state security forces mandated with their protection.
Background
Amnesty International’s meetings with army, police, ministers and officials included the Minister of Police Affairs, the Minister of Interior, the Senior Special Assistant to the Honourable Attorney General of the Federation, the Inspector General of Police, representatives from the Office of the National Security Adviser, the Defence Headquarters Spokesperson and the Commissioner of Police for Borno state.

AI's reports cannot stand the test of PROVABLE FACTS!
I don't doubt the existence of Rights abuses in Nigeria, and the possibility of highhandedness among the Nigerian security agencies. But in a war, unless you are in the middle of it and recording incidents, you cannot be 100% certain, if you rely simply on tales or the accounts of both sides, as the accounts would be fraught with spins, bias and propaganda. The Boko haram insurgency or any act of terrorism is a WAR. Ask the Americans. In a situation where Boko Haram kills indiscriminately, AI cannot confirm for certain that the people allegedly killed 'extrajudicially' were not killed by Boko Haram.
In a WAR, the rules of engagement are relaxed. Otherwise, the killing of Bin Ladin is downright ASSASSINATION. And GUANTANAMO BAY would not be in existence. The Nigerian Govt or the AGF should not kowtow or fear AI's report, but should challenge them to VERIFY their reports and support it with verifiable facts, and not TALES from some biased RESEARCHERS.

Sadly, it is people like you that feed Amnesty International (AI) with spurious and bogus tales. And unfortunately, tomorrow AI will compile another report and refer to you as one of their RESEARCHERS, even though you sat in the comfort of your living room to SPECULATE and CONJECTURE your tales.
AI does not truly know Nigerians and their penchant for lying, if not they would not believe the tales from their so-called RESEARCHERS. If a whole Legislator, FAROUK LAWAN, could lie, even though caught red handed AND ON CAMERA, talk less of their ORDINARY RESEARCHERS. I don't rule out the possibility of Rights abuses, but it must be verifiable and not left to tales from the likes of Ibrahim.

Amnesty International, the political wing of Boko Haram has put out a statement begging the Nigerian Govt. to be soft on its military wing the Jamatu Al Sunna.

Amnesty International has become a tool to discredit developing countries. It didn't protest when Boko Haram was killing policemen and Christians in churches but it wants justice for Mohammed the BH leader. It wants Libyans to be tried for killing Gadaffi but who will try Gadaffi for killing Libyans? It condemns Nigeria for anti-gay legislation but did not condemn Kano people for killing Gideon Akaluka and dancing with his head on a stake. It did not write report for Apo 6. What about Odi or killing of MASSOB in the East even though Massob is non-violent movement? Where is their report? Where is the report against Guantanamo Bay and waterboarding in USA? They should go and sit down. Nigerians should never pay attention to them.
Very poor modus operandi by Amnesty International!
Amnesty International are poorly trained in their modus operandi. Granted that they had identified the heinous crime perpetrated by the Boko Haram and had equally identified the human rights abuses by the Nigerian security operatives, was it then enough for the Amnesty International to just itemize those and declare that Nigeria was carrying out human rights abuses? Did Amnesty International go further to find out the possible reasons that had informed Nigeria's commission of these alleged abuses? Or was Amnesty International just satisfied with condemnation of such alleged abuses? I think these Amnesty guys are intellectually lazy to carry out their self-mandated functions! Would Amnesty International be satisfied and gave Nigeria a clean bill of health if the Nigerian authorities just sat idly by and allowed Boko Haram to continue its crime unchallenged? I am sure this same Amnesty International would condemn Nigeria for not checking Boko Haram. Amnesty are a bunch of clowns.

What has Amnesty International been able to do about the opposition parties being armed by Obama to kill at will in Syria and Libya? Where was amnesty international when they america took my ancestors with chains round their necks like animals and ferried them with brutvl force accross the atlantic? ..where was amnesty int'l when the British, Dutch, French, Portugues etc invaded africa in the evil imperialist movement to rape counries and siphone their resources and imposing their governments on the people? ..where was amnesty when mineral resource exlpoitation and slave labour was the order of the day? Now, after they have stolen africa dry, they come up with these theories of delusion and deception. Surprisingly, many psycologically deranged continent Nigeria citizens believe in these useless theories made to obscure the evils ot their past.
If amnesty is serious, let them write about slave trade, imperial and apartied regimes and demand that prosecution be made via retroactive laws against countries like US,Britain France etc
