Nigeria: Independent Investigation Into Maiduguri Killings Vital –Amnesty International

By Amnesty International

Dozens of men and boys from Maiduguri in northern Nigeria have been reportedly shot by security forces as Amnesty International published a report condemning human rights violations by the security forces in response to the Boko Haram campaign of violence.

Amnesty International has received reports that between Tuesday evening and Thursday morning scores of men were taken out of their houses by the Joint Task Force (JTF) and the younger men were then shot.

According to information received by Amnesty International at least 30 bodies have been deposited at Maiduguri teaching hospital morgue with gun shot wounds.

One eye-witness told Amnesty International that on Thursday she saw dozens of bodies on the floor of the morgue with bullet wounds. Some burials took place on Friday morning.

These reports were received as Amnesty International’s Secretary General, Salil Shetty, concluded a high level mission to Nigeria. He had presented the findings of Amnesty International’s latest report to members of the government and met with civil society members.

“These reports from Maiduguri are shocking,” said Salil Shetty as he prepared to leave Nigeria.

“They underline the importance of Amnesty International’s call for thorough investigation into all reports of human rights violations.”

“As Amnesty International’s report, launched this week, already emphasized, the security services must act within the law.  You can’t build security through creating insecurity.”

Amnesty International met the Attorney General of the Federation following the launch of the report where he, on behalf of the President, made commitments to investigate all reports of human rights violations by the security forces and said that any state actor found responsible will be brought to justice.

Prior to the public launch on 1 November, the findings of the report were shared in a confidential written briefing to the relevant government bodies in August.

It was sent to the Minister of Police Affairs, the Minister of Interior, the Attorney General of the Federation and Minister of Justice, the Inspector General of Police, the Office of the National Security Adviser, the Chief of Defence Staff and the Commissioners of Police for Borno and Kano states.
The document contained an appendix with the details of each case documented by Amnesty International, including the names, locations, the name of the relevant security agency involved, and requesting further information and an investigation into the reports.
The identities of some people were withheld from the final report – a public document with a global readership – to protect their safety.
“As a leading actor on the African and international stage, Nigeria must address the inherent problems with its security forces and show real respect for the rule of law,” said Shetty.

On the same day Amnesty International launched the report, delegates were granted permission to visit Special Anti-Robbery Squad police station Abuja to visit Ibrahim Umar, who remains detained there despite a court order for his release issued in August.

The delegates were told by the SARS police officers that he had been transferred to another station. After their departure, Amnesty International received information that Ibrahim Umar had, in fact, been taken to a different location within the station.

“It looks as though Ibrahim Umar was hidden from us with the express intention of concealing his whereabouts.  It would be a significant step if the police could now release this man, respecting the court order,” said Shetty.

“We urge the government to act on its commitment to bring to justice all those responsible for human violations. A vital first step is to introduce a witness protection programme that makes those who are victims of human rights violations feel safe when they call on the police for protection.”

martani

amn the hypocrites and their accomplices,NA/NPF.are doing their best towards making Nigeria a crime free Nation but some undesirable element are always there to say bad against them.

Amnesty international

From all the comments i read Nigeria is in serious trouble because one section of the country will not give a dam so long as people who do not belong to their religious group are killed by the agents of the state because of because of the religion they practice. What is being done by the christian dominated JTF in north is ethnic cleansing in the guise of checkmating terrorism.

Ammnesty I.First Investigate 2million Biafra children murdered

Amnesty, hmmm, Nigerians accommodate killings murders, bloodletting. For them it means little or nothing. Even state sponsored killings and pogroms. Amnesty International, when are you calling for investigation into how 2 million Nigerian children were starved to death during the 1966 to 1970 Nigerian civil war? Note: if you blackmail the JTF out of those troubled areas in the north, in less than two months the whole north shall be burning.

Ignore amnesty international

Nigerians should know that amnesty international is the most dangerous NGO, working for her neo colonialist masters in Europe and America to destabilise the African continent! Was amnesty in Ogoni, Bonny, Ayakoroma and Gbaranmatu? May be they were not in existence then. Where are they in Syria and the killings in Libya. The soldiers are doing what they have been ordered to do. To get rid of Boko haram. Christians are their pastors are killed daily in the Fulani North by BH. Yet the fulani elites have never thought it wise to talk some sense into the head of the tuaregs they import into the country to kill. But anytime soldiers gun down vagabonds in BH they shout their imperialist heads off

AI BUSY BODY

where was Amnesty International when Boko Haram was bombing and killing Christians in Churches.Haba!

Maiduguri,Damaturu and Potiskum are war zones, and collateral damage is a part of war.

AI should search for other reasons to disparage Nigeria and not the war against terrorist in this country.

AMNESTY INTERNATIONAL

Amnesty International Sec. Gen. should not rely on reports but should personally investigate in loci. Borno state and Yobe. Not in Abuja and Lagos. He should sympathise with the vicims of Boko Haram conscienceless murderers of our wives, sons, daughters, priests ( 28 in a single day ). JTF didn't start this. Mohammed Yusuf, a dog- may he rot in hell, waged this war on innocent people and got his just desert.Salil Shetti and his self righteous gang should get out of this place.
Boko Haram has now become the prosecutor and dictating terms of a ceasefire. What a shame.
Amnesty International should spend more time appealing to to potential murderers and terrorists to mend their ways lest they be taken out

TO HELL WITH AMNESTY INTERNATIONAL!!

To hell with Amnesty International and there human right policy.Where were they when Boko Haram members bomb and destroy churches, kill military men, police and innocent civilians? Why didnt they issue statement to condemn the act and ask the terrorist to stop the evil acts. The security personnel have the right to defend them selves from terrorist and islamic militants no matter what may. They also have families and love ones and no one is happy about the happenings in the north. The northerners are not happy either about the deterioting social climite in the north and complete insecurity.Blaming the government or the security forces without proving the solution to the menace will not be fear.Let BH members lay down their arms if they need peace period!!

SR, there is something called collective National responsibility

Make up your minds whether you want this war on terror won or not. Ask the Americans, you don't fight terrorism with baby gloves or mittens. One minute we are fed tales about the atrocities and massacres of (BH), and how incompetent the security agencies are as the ragtag terrorists ride roughshod. Their incompetence is blamed on a one year old Presidency. And the next minute, we are fed with tales of sympathies for the terrorists that have just bombed a church and killed innocent worshippers, including little children and babies. Those innocent babies deserve sympathies too! THEY TOO DESERVE THE SYMPATHIES OF AMNESTY INTERNATIONAL!

Dubious annual GULLIBLE Amnesty International 'REPORTS'!

This is how Amnesty International gets or collates their skewed and biased reports about Nigeria.  They rely on ONE EYE-WITNESS or ONE-EYED WITNESS for their reports.  And these dubious or skewed and UNVERIFIED REPORTS are then translated into STATISTICS and fed into their annual reports on countries, which then forms the basis for profiling countries as, either the most corrupt or the worst Rights abusers.  When all they simply did was RELY ON THE UNVERIFIED ACCOUNT OF, perhaps, a BIASED or DISCREDITED SOURCE, whose good morning actually means goodnight. To make things worse, the EYE-WITNESS DID NOT EVEN WITNESS ANYTHING!

God damn NA/NPF

THE ONLY THING WE CAN SAY IS, MAY THE ALL MIGHTY, ALL POWERFUL GOD DAMN NIGERIAN ARMY AND NIGERIAN POLICE. MAY GOD, WHO IS CAPABLE OF EVERYTHING BRING IMMEDIATE PUNISHMENT TO THEM AND ALL TRUE BOKO HARAMS. OH GOD YOU ARE CAPABLE!!!

'Independent' Investigation, indeed! (2)

(Contd)
(The bodies could have been those of Boko Haram terrorists killed in the BATTLE against TERRORISM, or those of INNOCENT PEOPLE KILLED BY BOKO HARAM. Or, maybe they had special BOKO HARAM FACIAL MARKS FOR the 'EYE-WITNESS' TO IDENTIFY THEM AS BOKO HARAMS.

RE- The bodies were brought to the MORGUE. ISLAMISTS OR MUSLIMS DON'T TAKE THEIR DEAD TO THE MORGUE! The ONE-EYE(D) WITNESS probably works at the Mortuary, AND NOT THAT SHE ACTUALLY SAW WHO KILLED WHOM)?

Ladies and gentlemen, THAT is AI's INDEPENDENT REPORT! INDEPENDENT, my foot! Or SKEWED report from ONE SOURCE, "AN EYE-WITNESS", WHO WITNESSED NOTHING!

'Independent' Investigation, indeed! (1)

How INDEPENDENT is:

"Amnesty International has RECEIVED REPORTS that between Tuesday evening and...". "According to INFORMATION RECEIVED by Amnesty International at least 30 bodies have been..."?

The question is - from whom was this so-called INDEPENDENT REPORTS RECEIVED? And the 'ANSWER' IS:

"ONE EYE-WITNESS TOLD Amnesty International that on Thursday she saw dozens of bodies on the floor of the morgue with bullet wounds". (Contn)

Boko Haram Should Stand and Fight Man to Man--Leave report

Boko Haram has only been killing Chickens, so no need to investigate their killings and bombings. Why has Amnesty International not submitted their SHIT to the US, North Korea and Iran. Boko Haram is now begging. Boko Haram should stand and fight.

Nonsense!!

Who is amnesty?

Where was amnesty when the stupid British invaded Continent Nigeria, killing and looting in the Benin Kingdom?

Where was amnesty when america coerced africans on slave ships across the atlantic? Why has there been no retroactive laws to invoke compensations for these evil crimes of all times?

Yet, ignorant people like many commentators on this forum will applaud amnesty international for their job in Maiduguri. This is idiotic. amnesty is a tool of the imperial west to divert feeble minds from the evils of past and present perpetuated by the very western nations that set them up.

"Nigeria is not a country, but a continent"

Long live the peoples republic of the SS & SE

Amnesty International has simply been conned or '419ned'!

I wished I was at the meeting, I would have asked AI:

1. If, beyond the 'ONE EYED WITNESS', they RECEIVED other reports from A WITNESS WITH TWO EYES?
2. If they also RECEIVED reports from OTHER WITNESSES /SOURCES?
3. About the CREDIBILITY OF THEIR WITNESS(ES)?
4. Why THEY TRUSTED and RELIED on ONLY this SOURCE(S)?
5. Why THEY believed this ONE or TWO-EYED WITNESS(ES) could not have been LYING and DECEIVING them?  (After all, Nigerians are BAD LIARS, like AMOS ADAMU, FAROUK LAWAN, etc).
6. Why THEY did not ask the WITNESS(ES) how S/HE SURVIVED without being KILLED as well?
7.  Finally, why AI did not visit a BH MASSACRE site or the BOMBED CHURCH, BEFORE IT WAS BOMBED, to plead with BH TO DETONATE THEIR BOMBS OUTSIDE THE CHURCH WITHOUT CASUALTIES?
8. AI should be IN the BATTLEFIELD and not wait to COLLECT or RECEIVE REPORTS AFTER THE EVENT from ONE or TWO-EYED SOURCE(S)!

AMNESTY INT'L

How can one expect any respect for human right from the armforces led by people with tribal, sectional and religeous sentiment.some even with criminal record before engaged in to service.

Who ever sow d wind will surely rip d whirlwind

Perhaps Amnesty International should conduct a detailed research on the number of soldiers and policemen that have been killed by Boko Haram. They should also extend their study to include the number of schools destroyed, marketplaces burnt and Ibo businessmen that have been killed since the insurgency started.

Furthermore, Amnesty International should take a statistics of the number of churches destroyed and worshipers killed. The effect of their action on the major cities in Northern Nigeria such as Kaduna, Kano, Potiskum (total destruction of the largest cattle market in west africa), Jos etc.

After this study they would have a rethink of their opinion of the security forces .

GULLIBLE Amnesty International (AI) shouldn't fall for propagand

I cast doubt on the source(s) of AI's information. Perhaps, some Ibrahim Nagodi Saad like character has been feeding AI with garbage and malarkey. AI should never trust any information coming from Boko Harams, their supporters or protectors. It is a ploy and propaganda to emasculate and scare away the JTF from flushing out these barbarians.

I am sad that AI is NAIVE and GULLIBLE to trust any information coming out of the Boko Haram enclave. To test their informant and determine where his loyalty lies, AI should ask what the informant has done to stop the BH carnage. Remember the senator that wanted JTF out so that his nephew can have a free reign of terror!

Amnesty International

In the face of the bestial war being waged on innocent Nigerians by the Boko Haram movement, it will be a nice idea if Amnesty International’s Secretary General, Salil Shetty relocates to Maiduguri to conduct the investigations himself. To make sure his report is untainted he should avoid any contact with the military Joint Task Force.
We are waiting for his report.
