1.    Recall Your Excellency our letter to you dated 18th day of January 2012, referenced: Intersoc/Sec/001/012/Presd/Villa/ABJ and captioned: “Boko-Haram” Terror: The Chilling Killing Of 510 Igbo Christians Out Of The 714 “Boko-Haram” Related Deaths In 12 Months (January 2011- January 2012) Amounts To Systematic Ethnic Cleansing & Crimes Against Humanity.

2.    In the “demands” segment of the letter, we had among others, called on Your Excellency to overhaul the top command structure of the Nigeria Police Force vide a presidential directive to the Chairman of the Police Service Commission and the Minister of Police Affairs, in line with relevant statutory provisions. The top command structure we meant is those from the ranks of Commissioners of Police to Deputy Inspectors General of Police as well as the Inspector General of Police, whom Your Excellency is constitutionally empowered to remove, retire, promote and appoint in consultation with the Nigeria Police Council, chaired by Your Excellency.

3.    Our reasons for these clarion calls, which have been on since July 2011, are elementarily clear and anchored on three grounds: professionalism, corruption and geopolitical lopsidedness. In the area of professionalism, the “old brigade” culture in the Force, which has kept it away from modern policing or electronic policing, anchored on intelligence-driven policing can only be addressed frontally if the Force’s “old brigades” are phased out. In the area of corruption particularly roadblock extortion and administrative corruption, a total purge in the top command structure is direly needed so as to curb the menace, because every indication points to the fact that such criminal practices are command-driven. In the area of geopolitical lopsidedness, the purge is needed to ensure geopolitical and ethno-religious fairness, in compliance with Section 14(3) of the Constitution of Nigeria 1999 as amended.

4.    Having reviewed Your Excellency’s recent directive which led to the retirement of the former IGP and six DIGs, it is our considered opinion that Your Excellency has only addressed one out of many popular demands, that is to say the retirement of IGP Abubakar Ringim and six DIGs including two Igbo Christians (Ivy Okoronkwo & Azubuko Udah) and five Northern Muslims (IGP Ringim, DIGs Audu Abubakar, Sauduana Abubakar, Saleh Abubakar and Mohamed A. Yesuf). The composition above stated is utterly lopsided and at variance with Section 14(3) of the Constitution of Nigeria 1999 as amended. Also, the composition of about 22 serving AIGs in the Force is utterly lopsided. For instance, there are 12 Northern Muslim AIGs excluding “Acting” IGP Mohammed Diko Abubakar and they are: AIGs Jingi Misau Mohammed, Muazu Idris Hadejia, Suleiman Dauda Fakai, Mohammed H. Zarewa, Ibrahim P. Machi, Abubakar Mohammed, Ibrahim B. Ahmed, Saidu Daya, Bukar Maina, Danlami Yar’ Adua, Atiku Yufus Kafur and Mohammed M. Abbass. There are only four Igbo Christian AIGs and they are AIGs Donald Onyinye Iroham, Johnson Uzuegbunam, Aloysius Okorie and Madueke Dax Uzu. The three serving Yoruba AIGs, two Christians and one Muslim, are AIGs Christopher Ademola, John Obalowu Moronike and Shehu Babalola. And the three remaining AIGs are Stephen Dienye Hart, Felix Ogbaudu and Charles Cole. They are probably from the South-south geopolitical zone. Embarrassingly Your Excellency, out of the 22 known serving AIGs, none is a woman. This is despite the fact that women joined the Force as far back as 1955.

5.    It is our further information Your Excellency that out of 37 serving State Commissioners of Police and that of the FCT, 21 of the are Northern Muslims. Their names are CPs Bala A. Hassan, Sani Magaji, Muktari Ibrahim, Mohammed A. Indabawa, Aliyu Musa, Ibrahim Mohammed, Mohammed J. Abubakar, Ibrahim Chafe Mamman, Dan’ Azumi J. Doma, Ibrahim M. Maishanu, Saliu Argungu Hashimu, Ballah M. Nasarawa, Tambari Y. Mohammed, Sabo Ringim Ibrahim, Umar Dalhatu, A.J. Abasanja, P.Y. Gana, Yakubu A. Alkali, Musa A. Daura, Suleiman A. Abba and Abdulrahaman Akano. There are only three Igbo Christian State CPs and they are Aduba Ikechukwu, Felix Osita and C. Amajor Onu (Mrs.?). Also, there are eight Yoruba Christian/Muslim CPs and they are Adenrele T. Shinaba, Emmanuel O. Ayeni, David O.Omojola, Olayinka B. Balogun, Solomom E. Olusegun, Adisa Baba Bolanta, Adeola Adeneke Adeniji and F.A Shitu. The remaining four serving State CPs are spread between the South-south and the North-central (old Middle-belt) geopolitical zones. They are CPs Samson Wudah, Oruebebe Gandhi Ebikeme, Wilfred Obute and Haruna John (source: Nigeria Police Watch January 2012). Again, Your Excellency, the composition foregoing is grossly lopsided and it violates Section 14(3) of the Constitution. We also discovered that out of the remaining CPs and DCPs serving in the NPF, they are not geo-politically and ethno-religiously represented as directed by Section 14(3) of the Constitution.

6.    As Nigerians wait for the way and manner the retired DIGs are going to be replaced, we, again, advise that issues of geopolitical, ethno-religious and gender balancing should form the bedrock of the expected promotions, retirements and appointments in the top command structure of the NPF. Some, if not many of the serving CPs and AIGs are unfit for their present top positions as a result of their abysmal performances in their present and previous positions and postings. It is our insistence that total purge in the top command structure of the NPF is the beginning of the structural and administrative recreation of the Force.

7.    The committee set up Your Excellency to “turnaround” the NPF may be a noble idea, but for it to be headed by Chief Parry Osayande is like sacking IGP Abubakar Hafiz Ringim and asking him to head a committee meant to turnaround the same rotten NPF under him. The reconstitution of the Police Service Commission and sack of its Chairman, Retired DIG Parry Osayande is overdue.  This is because the present leadership of the PSC is a total failure. It is entirely correct to say that its inaction, incompetence and complicity are substantially responsible for the rot in the Force particularly the utter impunity with which the Force personnel carry out sundry graft activities particularly the roadblock extortion. We strongly advise that Your Excellency should reconstitute the Nigeria Police Service Commission. Section 153(m), Article 29 of the Part I of the Third Schedule to the Constitution and the Police Service Commission Establishment Act of 2001 expressly crowned the PSC as a “civil body policing the Nigeria Police Force”, but today, it is the Nigeria Police Force policing and militarizing the Police Service Commission.

8.    The retirement of IGP Abubakar Hafiz Ringim and the “suspension” of CP Zakari Biu, some say “Biu the torturer”, based on their ignoble roles in the escape of Mr. Kabiru Umar are not good enough in the eyes of Nigerians and the Nigeria’s criminal law. They ought to have been treated as “accessories after the fact”. We advise that they should be arrested and charged to court accordingly. CP Zakari Biu should also be dismissed from the NPF forthwith.

9.    We also wish to draw the attention of Your Excellency to a seeming grave presidential error with respect to the appointment of AIG Mohammed Diko Abubakar, 53, from Gusau in Zamfara State, North-west Nigeria as the “acting Inspector General of Police”. It is confirmed that he was gravely indicted by the Honourable Justice Niki Tobi (JSC)’s Panel of Enquiry (2002) over his reported despicable roles in the September 2001 Jos sectarian killings when he was Commissioner of Police in-charge of Plateau State Command between 16th day of July 2000 and 16th day of November 2001. Media and human rights groups’ accounts put the death toll in the September 2001 massacre to over 1000. CP Mohammed Diko Abubakar (as he then was) was accused (and still is accused) by witnesses and other interested parties including the Christian community in the North of being an ”Islamic fundamentalist”. The allegations against him were found meritorious by the Niki Tobi’s Panel of Enquiry set up by the Federal Government and he was reportedly recommended for retirement or dismissal from the NPF. We advise strongly that Your Excellency should check Your Excellency’s records properly and if they are in line with those Nigerians have, then Your Excellency should not only apologize to Nigerians for appointing “a felonious candidate” as the country’s “acting IGP”, but also ensure that he is removed, retired and prosecuted or handed over to the International Criminal Court at the Hague, to be prosecuted for “crimes against humanity”. Other culprits in the killings whether Christians or Muslims should also be fished out and sent to the ICC for prosecution.

10.     It is our further request that other demands contained in our letter to Your Excellency dated 18th day of January 2012 including the need to mass-retire all CPs and AIGs who have attained 50years and above to pave way for young senior officers mastery in electronic policing and modern intelligence, should be proactively addressed.
