If 50% of all employed people are fired in a country that has 70% unemploymet rate, the new unemployment rate will be 70%(currently unemployed) + 50% of the remaining 30%( currently employed)making it 85% unemployment rate because 50% of 30 is 15.
However, this extrapolation is not accurate because you need to know what proportion of the 30% (who are employed) are civil servants to be able to get a more accurate number.
I do however agree with you that he should actually be suggesting that the govermnet slash, the salaries and benefits of those hungry senators. Perhaps by 85%...?
