The oil workers group accuses Mrs. Kasali, an appointee of former president Olusegun Obasanjo of "misleading the Minister of Petroleum Resources over promotion of staff", said a union leader who did not want his name disclosed. Mrs. Kasali's tenure expired in April 2011 but she remains in her position pending the decision of the federal government on her status.

Union leaders spoke to SaharaReporters about Mrs. Kasali's refusal to act on promotions due to staff. They also accused her of favoritism and victimization of certain workers in the agency.

The union said the strike will commence tomorrow morning and that the national leadership of PENGASSAN has ratified the strike action because the company staffer refused to accede to worker demands during their meetings with her.

Mrs. Kasali came into the public eye in 2008 when the former minister of Justice and Attorney-General, Michael Aondoakaa, tongue-lashed her for trying to discipline the son of the Chief Justice of the Federation, Justice Legbo Kutigi. Mr. Kutigi's son is currently the Public Relations officer of PENGASSAN at the agency.

The petrol depots are under the control of PEF.
