Extreme Inflation Of Contract And Fraudulent Abuse Of Office And Theft By The Erstwhile Minister Of State For Education Olorogun Kenneth Gbagi

A.    A N12BILLION U.B.E CONTRACT FOR THE SUPPLY OF NOTEBOOKS TO SCHOOL.
i.    This contract for the supply of note books to schools across the country was actually handed over to the erstwhile Minister of State, Chief Kenneth Gbagi, by the present Executive Secretary of the Universal Basic Education Board, Dr Modibo Mohammed.

ii.    The erstwhile Minister of State, Olorogun Kenneth Gbagi, actually stumbled into matters relating to financial irregularities at the Ministry, shortly after he assumed office and threatened the Directors at the Ministry to call in the EFCC to investigate.

iii.    In order to stave off possible arrests and investigations, the erstwhile Honourable Minister of State was awarded the N12 billion contract for the supply of the notebooks by the indicted officers, led by the said Dr Modibo Mohammed which resulted in the following:

(a)    The erstwhile Junior Minister used his companies to execute the said contract. Investigations will reveal that he is either a Director in these companies and or his relatives.

(b)    Cheap notebooks were procured by these companies as against the actual cost quoted, in collusion with some dubious Indian business partners, which resulted in a profit margin of between N8billion and N9billion. This is abuse of office in the extreme and bare faced stealing of Government funds that requires urgent enquiries from your Commission.

B.    CONVERSION AND OR THEFT OF THE OWNERSHIP AND OR MANAGEMENT OF EXCELLENCE HOTEL, OGBA, LAGOS, BELONGING TO WAEC.

i.    The multi million naira hotel complex located at Ogba, Lagos is owned by the West African examination Council (WAEC) and has been so owned even before the said erstwhile Minister thought of beginning his Secondary School education.

ii.    On assumption of office, he took advantage of the lingering problems between WAEC Board and Hotel Support Group Ltd over its management, to take over control of the hotel. The WAEC Board had just defeated the Hotel Support Group Ltd, after arbitration and the erstwhile Minister, taking advantage of the victory, ordered that the management team of his own Woodridge Hotels, located both at PTI Road, Warri and Lambert Imasuen Street, Ajao Estate, Lagos, take over the running/management of the WAEC owned Excellence Hotel.

iii.    The Hotel has since been run/managed by the erstwhile Junior Minister’s company and since the said take over, approximately one year ago, there has been huge patronage of the Hotel by the Education Ministry officials at inflated cost and to the financial detriment of the Federal Government with profits going into the private pockets of the erstwhile Minister and the management company owned by him.

iv.    Shortly after the erstwhile Minister left office sometime last week, he ordered the Management Company of the said Excellence Hotel to purchase a N20 million CAT Generator set, to enable it provide effective services for customers. This order and purchase were done after the Minister has left office, confirming that the hotel now belongs to him after leaving office. The new generator set was only delivered this last Friday, and is at the premise of the said Excellence Hotel for your investigations and verification.

v.    This again constitutes abuse of office and stealing of Government resources occasioned by the advantage the erstwhile Minister enjoyed as a junior Minister in the Federal Ministry of Education.

vi.    You have a duty most respectfully to urgently intervene to apprehend for investigations the erstwhile Junior Minister and to take urgent steps to recover these huge sums already siphoned from the Federal Government coffers and are still being siphoned on a daily basis, by the Minister company at the Excellence Hotel, Ogba.
