Diba with other rogue officers had reportedly extorted $850 from a Nigerian and some had their passports stolen.

The Kenyan police authorities have reportedly indicted a notorious police officer identified as Diba, who alongside other colleagues had been accused of extortions, abduction and enforced disappearance of foreign nationals in the country.

Diba with other rogue officers had reportedly extorted $850 from a Nigerian and some had their passports stolen. He was accused of planting drugs in the apartments of their victims after abduction to extort huge amount of money from them.

If they refused, the person would be jailed and deported.

SaharaReporters had been reporting the atrocities of the Kenyan police against some Nigerian nationals based in Kenya.

Several Nigerians had been arrested by the Kenyan police and their whereabouts unknown without accountability.

The arrest of Diba was sequel to the abduction of two Nigerian nationals based in Kenya on June 11, 2022. They were allegedly smuggled into a car with the Kenyan government plate number while on their way to Mtwapa Mall.

The two affected Nigerians are one Anthony Anamonye and Emmanuel.

The rogue officer, Diba alongside his team in crime had requested for the sum of $3,000 from the two Nigerian citizens, but unfortunately, his request was turned down. At gun point, he forced them into the car, drove them to the residence of one of Nigerian nationals, Anthony Anamonye.

It was gathered that after searching the house of the young Nigerian without a search warrant, they could not find anything; the officers became furious and consequently drove the two Nigerians to the Police Station in Mtwapa town, Kilifi County.

The two Nigerians were kept incommunicado under harsh treatment until one of them, Emmanuel decided to pay ransom of 850 US dollars before being released having spent over 24 hours in the police custody.

Anamonye who refused to pay ransom was however, released after two days in the pretext of cash bail of 30,000 KSH through the intervention of a lawyer.

Not satisfied after he was not charged to court nor had his cash bail refunded, petitioned the Independent Policing Oversight Authority, who intervened and got his money refunded.

The Independent Policing Oversight Authority (IPOA), is a state agency with powers to investigate complaints against police, at the Mombasa Regional Office.

Feeling dissatisfied with the manner in which the IPOA initially handled the complaints, and given the fact that the IPOA willingly concealed the identity of four officers who had robbed Anthony and had him assaulted to coma, Mr. Anamonye sought the legal route to justice.

Following his petition to Kenyan High Court, the IPOA now made a recommendation to the National Police Service to have the rogue officer, Diba investigated which outcome led to interdiction, Anamonye told SaharaReporters on Friday.

According to Anamonye, a petition to that effect was subsequently, submitted at the Federal High Court, Mombasa and the case had been scheduled for mention on the 31st day of January, 2023.

SaharaReporters had reported that Mr. Anthony Anamonye’s house had been invaded on the 19th day of March, 2022 by four brutal men and women who forced their way into the young Nigerian man’s apartment.

It was reported that the men and women officers claimed to belong to the disbanded DCI Special unit which has been described by the Kenyan President, William Ruto, as militias and responsible for all manners of criminal activities and extra judicial killings.

Mr. Anamonye’s case drew the attention of the Nigerian High Commission, Nairobi, and Nigerian diplomats in Nairobi Kenyan mission were dispatched to the police stations where the Nigerians were manhandled but were rudely turned down by the Police Boss of Mtwapa, Biberone Mazi.

Police Corporal, Diba has been accused by over seven Nigerians of robbery, kidnapping and extortion.

The two Nigerian victims of these rogue officers, who spoke to SaharaReporters on Friday, said had been extorted over 500,000 Kenyan shillings.

Some others disclosed that when they refused to cooperate with them in subsequent operations, Diba planted drugs in their rooms, stole their passports, charged them to court and had them jailed for 2 years before deportation.

They alleged that while in jail, the rogue police officer in collaboration with the OCS and another rogue officer known as Denis of the DCI, Mtwapa, ransacked the apartments of these Nigerians and stole all their property and have them auctioned.

Another Nigerian, who gave his name as Chibuike, told SaharaReporters that he had to flee Mtwapa town for fear of the rogue police officer. According to him, the same rogue police officer Diba had on two occasions robbed him of his laptop computer and phones, other valuables and had him extorted.

Meanwhile, Nigerians in Kenya are calling on Kenyan authorities to investigate PC Diba, his boss, Biberone Mazi and the deputy OCS, Kharmar Abdullahi. They want the government to place criminal charges on them while Anthony awaits the court’s decisions.

Anthony has filled millions of Kenyan shillings damages against the militia police officers, the Attorney General of Kenya and the Kenyan Inspector General of Police for violating his constitutional rights.
