DOCUMENT: Nigerian Police Investigation Report Indicts Senator Stella Oduah, Oshinowo For Criminal Conspiracy, Fraud, Perjury In NYSC Certificate Saga

The police investigation report was sequel to the petition by one Prince Casmir I. Ajulu dated June 7, 2022 to the Chairman of the Economic and Financial Crimes Commission reporting a case of Conspiracy, Criminal Impersonation, Perjury and Forgery against Senator Stella Oduah, which was forwarded to the Inspector-General of Police for investigation.
 

There is fresh trouble for the embattled former Minister of Aviation and incumbent Senator representing Anambra North Senatorial District, Stella Oduah, over her National Youth Service Corps (NYSC) discharge certificate as an investigation report of the Nigeria Police Force has confirmed that she absconded during the NYSC orientation.
The police investigation report was sequel to the petition by one Prince Casmir I. Ajulu dated June 7, 2022 to the Chairman of the Economic and Financial Crimes Commission reporting a case of Conspiracy, Criminal Impersonation, Perjury and Forgery against Senator Stella Oduah, which was forwarded to the Inspector-General of Police for investigation.
In the investigation report dated May 11, 2023, obtained by SaharaReporters and signed by the Head, IGP Monitoring Unit of the Nigeria Police Force, Force Headquarters, ACP Ibrahim M. Musa, it was revealed that in order to qualify for government appointments, and electoral positions, Senator Oduah made a false claim of missing items which included her NYSC Certificate, “which she never had to the Police Divisional Headquarters, Ogbaru.”
“She deposed to an affidavit of fact in Court to the same effect, and used it to occupy Government Offices and filled INEC form CF001 for Senatorial Seat of Anambra North Senatorial District for the 2015 and 2019 General Election which she won,” the report added, noting that such action from a Distinguished Senator “leaves much to be desired”.
The police described as “incomprehensible that Princess Stella Oduah will conspire with O A Oshinowo, Director General NECA, who issued her with a letter referenced NECA/SELA/H4 dated 11 January, 2017 stating that she completed her NYSC Primary Assignment at Nigeria Employee Consultative Association (NECA) in 1982, a position that is not true but a fraudulent act of Criminal Conspiracy.”
The report stated that the conducts of Oshinowo and Senator Oduah “constitute offences of criminal conspiracy, defrauding of the government, perjury and giving false information with intent to mislead a public officer”.
The certified true copy of the report showed that the duplicate case file had been forwarded to Legal Section for vetting, advice and possible prosecution.
Part of the petition had read, “That the Chairman, Economic and Financial Crimes Commission forwarded the petition and its attachments to the Inspector-General of Police vide letter no. EFCC/EC/IGP/09/VOL.1/023 dated 16th August, 2022 and same was endorsed to this Unit vide letter no CB:7000/IGP.SEC/ABJ/VOL.595/295 dated 24th August, 2022 for investigation;

“That letter dated 19th January, 2023 from Director Litigation/ACR High Court of Justice Onitsha confirmed that Princess Stella Adaeze Oduah deposed to an affidavit dated 23rd of October, 2014 before the Commissioner of Oath, High Court of Anambra State in Onitsha Judicial Division;
“That the content of the affidavit is to the effect that sometime in the year 2010 while in transit from Akili Ozizor in Ogbaru LGA to Abuja she discovered that some of her personal belongings were missing, including the originals of the under-listed documents, and all her effort to trace them proved abortive;
(a). West African Schools Certificate(WASC) of 1978 obtained from Zixton Secondary School Ozubulu, (b). First School Leaving Certificate (FSLC) obtained from St. John Odoakpu Onitsha.
(c). Bachelor of Science in Business Administration Certificate 1982 obtained from St. Paul's College Lawrenceville Virginia USA, (d). National Youth Service Corps Certificate 1983,
(e). National Identity Card, (f). United States of America Social Security Card with the numbers on it;
“That Princess Stella Adaeze Oduah also reported the above affidavit of facts at Police Divisional Headquarters, Ogbaru Atani, Anambra at about 1340hrs on 27th October, 2014 and obtained a Police Extract from Crime Diary to that effect, which she attached to her Independent National Electoral Commission form CF001 for 2015 General Election;
“That contrary to the content of the affidavit of fact and Police Extract from Crime Diary obtained by Princess Stella Oduah, the Director General, National Youth Service Corps (NYSC) stated in their letter no. NYSC/DHQ/PRU/122/VOL.1/125 dated 11th October, 2022, that "Stella Oduah was mobilized for National Service In 1982/83 Service year and deployed to Lagos State, but she absconded after the orientation and never completed the National Service, hence she was not qualified for the issuance of the Certificate of National Service";
“That the position of NYSC in their aforementioned letter dated 11th October, 2022 confirms their earlier positions, on the same matter in their letter referenced NYSC/DHQ/CM/249/1 dated 5 October, 2016 to the Police and as alleged by the complainant in his petition that Princess Stella Oduah never had Certificate of National Service or Completed the one year NYSC but committed perjury by claiming she lost the Certificate National Service when there was none issued to her.

“That the position of Princess Stella Adaeze Oduh OON in her petition dated 21" December, 2017 to Inspector General of Police that she satisfactorily completed her Service Year at NECA where she was posted for primary assignment and after completing her National Service, NECA issued her with a letter to that effect, completely contradicts the position of Director General, NYSC.
“That the letter with reference NECA/SELA/H4 dated 11 January, 2017, issued by Nigeria Employee Consultative Association (NECA), signed by Director General one O. A Oshinowo stating that Senator Stella Oduah completed her NYSC Primary Assignment with NECA in the year 1982 is not factual as the "State Deployment List of 1982/83 Service Year" furnished by NYSC to the Police shows that Stella Oduah had no place of Primary Assignment.
“That Honourable Commissioner for Education in letter referenced MOE/AN/COMM/275/vol.1/15 dated 9th December, 2022 forwarded the position of the Principal of Zixton Secondary School Ozubulu to the effect that Odua Stella was admitted into Zixton Secondary School Ozubulu in class 1A in 1973 and left in June 1978 in class five, the school furnished the certify true copies of the school register showing Stella Oduah name and confirmed the testimonials emanated from them, but didn't explain the reason behind the issuing of the two different testimonial nos 6054 and 6062 to Odua Stella Adaeze in the year 2014 and 2019 respectively.
“That the West Africa Examination Council, confirmed that the General Certificate of Education Certificate No. SG 049524 with the name Oduah Stella and Candidate No. 04408095 was genuine and issued by their Office.
“That Independent National Electoral Commission in their letter INEC/LEG/DR/CP/283/T/4 dated 25 August, 2016 to the Police is to the effect that Princess Stella Oduah filled an INEC form CF001 for 2015 General Election stating that she completed her NYSC at NECA Lagos State and attached the affidavit of fact dated 23 of October, 2014 sworn at High Court Registry Onitsha and Extract from Police Crime Diary dated 27 October, 2014.
“That Princess Stella Oduah keeps misleading Public Officers in several Statements on Oaths that she lost her NYSC Certificate when she never had it.”
