DOCUMENT: Nigeria's Anti-Narcotics Agency, NDLEA Backdates Promotion Of Over 400 Personnel After SaharaReporters’ Story

This came after some aggrieved officers of the agency decried injustice, maltreatment and lopsided promotion under the administration of Brig Gen Buba Marwa (retd).

The leadership of Nigeria's anti-narcotic agency, the National Drug Law Enforcement Agency (NDLEA), has approved the promotion adjustment of 404 officers including those earlier skipped from CNA to ASN II from January 1, 2023 to January 1, 2020.

This came after some aggrieved officers of the agency decried injustice, maltreatment and lopsided promotion under the administration of Brig Gen Buba Marwa (retd).

SaharaReporters had exclusively reported on June 6, 2023 that the officers, in an article sent to the newspaper, the personnel lamented that the NDLEA leadership failed to promote some of its officers who are due, without giving them any reason.

They had also complained of high level of injustice in the promotion exercise recently carried out by the NDLEA.
However, the NDLEA Chairman, Marwa in a circular with Ref: NDLEA/ADM/VOLVI/479, dated July 4, 2023 which SaharaReporters obtained on Thursday, approved the promotion of the affected officers and also adjusted it from January 1 2023 back to January 1, 2020.

Captioned: "Effective Date Adjustment CNA TO ASN II Promotion 2023," the circular which was copied to CCEO, Agency Secretary, SA to CCEO, MA to CCEO, Directors, Academy Commandant, Zonal/State/Special Area Commanders, Unit Heads; DD Admin and AD, RM was signed by Alhaji Lawair Hamisu msi, mni, Assistant Commander-General of Narcotics (ACGN) Director, Administration & Establishment on behalf of the Chairman/Chief Executive Officer.

The Circular reads: "Circular No. NDLEA/ADM/VOL.VI/471 dated 31 May 2023 on CNA promotion to ASN II refers.
"The Chairman/Chief Executive Officer has approved the adjustment of effective dates of the Four Hundred and Four (404) officers listed in the Circular under reference who were promoted from CNA to ASN II from 1" January, 2023 to 1" January, 2020.

"This gesture by the Chairman/Chief Executive Officer is intended to enhance the career prospects of the affected officers as well as giving the affected officers the opportunity to rise to the peak of their careers without prejudice."

Meanwhile, the affected officers in statement had claimed that the NDLEA failed to comply with the Harmonised Terms and Condition of Services which were promulgated and regulates a "smooth and well-deserved promotion exercise as and when due among the other rank cadres.”

The aggrieved officers known as NA2011, which showed that they were employed as Narcotic Agents (level 5) in 2011, had called on the President, Bola Tinubu, to look into their matter, insisting that the way the agency was treating them after 12 years of service was unfortunate.
