Tinubu Govt Continues Outrageous Allocations, Budgets N5.7billion For Edo Polytechnic To Construct Roads, Streetlights In Enugu, Osun, Kano, Others

The President Bola Tinubu-led Nigerian government in the 2024 Fiscal Appropriation Act (2024 approved budget), allocated the sum of N5,710,000,000 to the National Institute of Construction Technology and Management (NICTM), a Federal Polytechnic located at Uromi in Edo State, to distribute relief materials to flood displaced persons. 

 

The budget is also to construct classrooms for secondary schools, roads and streetlights in Enugu, Osun, Kano and Delta states. 

 

SaharaReporters’ analysis of the 2024 approved budget revealed that other projects outside the polytechnic’s jurisdiction which the government allocated the funds for are; supply of instructional materials to selected schools in the six geopolitical zones of Nigeria; rehabilitation of some selected schools in Edo state; erosion control and drainage in Osun state, amongst others.

 

Meanwhile, the polytechnic which is operating under the Federal Ministry of Education, was established by the federal government of Nigeria “To produce middle and high-level manpower for the nation’s economic and industrial growth in the areas of construction technology, applied sciences and management sciences.”

 

The institute’s vision is “To be a top-notch TVET Institution committed to raising a new generation of creative leaders in construction and related fields of endeavor,” and the mission “To create knowledge to drive the construction industry via hands-on skill-driven curricula; employing innovative methods in handling technical, vocational, and education and training of new generation leaders.”

 

It therefore means that the NICTM’s vision, mission and the Rector’s statement on the institution’s website, it is clear that the school has no business with construction of traditional palaces, construction of police stations and police quarters, construction and repair of soak-away, construction of street lights or supply of vehicles to either community vigilantes or traders.

 

According to SaharaReporters’ analysis of the budget, a sum of N100million was budgeted for “Supply of instructional materials to selected schools in the six geopolitical zones of Nigeria,” N40 million was allocated for “Supply of street lights [in] Gakem, Cross River North Senatorial District,” and another N50 million budgeted for “Construction of Ibile road in. Ross River North.” 

 

Similarly, a sum of N50million was allocated to the school for “Supply and installation of 3-in1 solar powered street lights at Katang community, Plateau State, for community development and security enhancement,” while N100 million was budgeted for “Provision of solar powered borehole in selected location of Katang community of Plateau State.”

 

Also, a total sum of N250 million was budgeted under the school for “Rehabilitation of some selected schools in Edo Central,” and “Construction of blocks of classrooms at Ozalla Secondary Commercial School Ozalla, Owan West Local Government Area, Edo State.”

 

A total sum of N600 million was allocated for “Ongoing Construction of 1 kilometer farm road and installation of solar street lights in Umueze Ibusa, Delta State,” “Procurement and installation of all-in-one integrated solar powered street lights for some markets across the geopolitical zones,” “Skill acquisition training for women in some selected LGAs in South West,” and “Supply and installation of laptop computers to a selected ICT Centres in selected secondary schools in Ota Ipokia.”

 

The government also allocated N300 million for “Construction of ICT centres in Area Community High School Owode, Yewa South; ICT Poly Igbede, Ado-Odo, Community High School Ilara, Iko Grammar School Ikolaje Idiroko, and St. Stephen High School Ado,” and “Construction of Robert Isereke road, Obuguru Community, Burutu LGA, Delta State.”

 

A sum of N2 billion was allocated to the polytechnic for “Construction of ICT centres in various selected community High Schools in the geopolitical zones,” and Grading and asphalting of selected rural roads in the six geopolitical zones,” while N100 million was budgeted for “Erosion control and drainage at Naira and Kobo-Osun State University road, Osun West Senatorial District.”

 

A sum of N300 million was allocated for “Construction of Iyuku to Atte road, Akoko Edo LGA, Edo state,” while N200 million was budgeted for “Provision and installation of solar street lights in selected communities in FCT senatorial district,” and N20 million budgeted for “Rehabilitation of Afashio/Iyora road,” in an unidentified state.

 

Another N20 million was allocated for “Supply of relief materials to flood displaced persons in Oganja Water Side town, Sapele LGA, Delta State,” N150 million for “Rural road construction and rehabilitation across the FCT senatorial district,” and N250 million for “Procurement and installation of high tech reidmont solar street lights in Etsako, Edo State.”

 

Also, N100 million was allocated to the school for “Installation of solar powered street lights in Amac FCT senatorial district,” N30 million for “Provision and installation of solar street lights for Imeke communities in Edo state,” and N100 million for “Construction of solar street lights across some communities in Kano Central, Kano State.”

 

A total of N150 million was budgeted under the institution for “Supply and distribution of motorcycles across the selected communities in Kano Central senatorial district, Kano State,” and “Rehabilitation of Ebe road to 89th Mile Makurdi express, Enugu State.”

 

Another total sum of N300 million was allocated for “Construction of model schools in some communities of Enugu West to equip the children of the area with the necessary skills and knowledge for community development,” and “Construction of modern laboratories in selected science schools in Enugu West senatorial district as a form of community development.”

 

Tinubu’s government also budgeted a total sum of N500 million under the polytechnic for “Rehabilitation of rural roads in Benue North West senatorial district,” and “Supply and installation of solar street lights in selected locations in Ebidi, Apagba, Osigbemhe, Apakpekho, Iruru villages and communities, Fugar, Edo State.”
