N84.8Million Federal Fishing Project In Akwa Ibom Delivered Nothing 16 Months After Release –Report

Socio-accountability platform MonITNG has raised an alarm over an alleged N84.8 million constituency project that has reportedly delivered nothing to beneficiaries in Ifuho, Ikot Ekpene, 16 months after the funds were released.

In a statement issued on Thursday, December 11, 2025, the organisation tagged the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC), saying it was “aware and outraged that on 31 August 2024, the Federal College of Fisheries and Marine Technology, Lagos, transferred N84,800,000 to AGLANP Logistics Services Ltd for the ‘Provision of Starter Kits’ in Ifuho, Ikot Ekpene, Akwa Ibom State”.

“Sixteen months on, December 2025, not a single kit has reached the community, residents of the community told the tracka team during their visit to the community," it said. 

The statement described the intended items as essential tools capable of transforming livelihoods in a fishing-dependent community.

It said, "These starter kits were meant to change lives in a fishing community that depends on the water for survival: motorized boats, outboard engines, strong fishing nets, modern smoking kilns, life jackets, and practical training for fishermen, fish farmers, women processors, and the youth."

MonITNG added that the funds could have made a significant socio-economic impact, stating that “N84.8 million could have pulled families out of poverty, increased daily income, reduced fish wastage, created small businesses, and put food on more tables. Instead, silence".

According to the group, there has been “no delivery, no explanation, (and) no trace of the items”.

"Many beneficiaries still don’t know what they were supposed to receive. The money disappeared the moment it left government coffers," the group said.

It further claimed that the situation reflects a recurring pattern in constituency empowerment projects.

"This is the sad story of most constituency ‘empowerment’ projects pushed by federal lawmakers billions budgeted, payments rushed, contractors and party loyalists pocket the cash, and the people get nothing but broken promises,” it said. 

MonITNG demanded immediate accountability from the implementing institution, saying, "Enough is enough! Federal College of Fisheries and Marine Technology, Lagos, and the supervising ministry must immediately release the full list of starter kit items, procurement documents, proof of delivery and explain why the people of Ifuho have waited 16 months in vain."

The group also insisted that the contractor must be held responsible.

According to MonITNG, “AGLANP Logistics Services Ltd must deliver every single item without further delay or return the N84.8 million to the treasury at once."

It urged the anti-graft agencies to take urgent action, stating, "EFCC and ICPC, the people are watching. Open an urgent investigation into the college, the ministry, and the contractor.

"Trace the funds, summon everyone involved, recover the money, and prosecute those who stole from fishermen and youth."

MonITNG commended partners who brought the matter to light.
